motion text That this House welcomes the Independent Inquiry into Child Sexual Abuse's Child Migration Programmes Report, published in March 2018; notes the report's finding that the policy of child migration practised by successive post-War governments, churches and charities resulted in many children suffering severe physical, sexual and emotional abuse; pays tribute to the former child migrants who showed the strength to give evidence to the inquiry and to all of those who fought so long for truth and justice; notes that although the Government publicly apologised to former child migrants in 2010, it has not yet made any financial redress directly to them; supports the report's recommendation that child migrants are financially compensated by the Government through a redress scheme; further supports the report's recommendation that due to the age and, in some cases, ill health of former child migrants that reparations should be urgently introduced; and calls on the Government to establish a financial redress scheme without delay, to heed the report's recommendation that all child migrants should be entitled to an equal award on the basis they were exposed to equal risk and to ensure that payments begin within 12 months.

motion text That this House is grateful to the 3,000 cleaners who keep the capital's underground network clear of obstructions and in a hygienic condition; is concerned that, despite working in dirty and hazardous conditions, frequently through the night time and other unsocial hours, these hard working and often vulnerable public servants only receive the bare minimum statutory sick pay, pensions and holiday entitlement; is further concerned by the decision of the new outsourced Tube cleaning contractor ABM to make employment conditions even worse by introducing an inferior sick pay scheme; believes that such a high profile, world famous public service as the London Underground should be leading the way in providing decent working conditions for all its staff instead of exploiting vulnerable workers; calls for Transport for London to take all necessary steps in ensuring Tube cleaners are treated the same as other Tube staff in respect of their basic working conditions; and further calls for this outsourced cleaning work to be returned in-house as soon as practicable, so that Tube cleaning is part of the public sector alongside the rest of the London Underground.

motion text That this House expresses its deep disappointment that once again during this Christmas season the railways will undergo a 58-hour shutdown with no services whatsoever being provided on the overwhelming majority of lines; notes that this is in stark contrast to the situation that prevails in the rest of Europe where regular services run throughout the Christmas holidays; further notes that the closure of the rail network is particularly hard on those spending Christmas alone and leaves many people without access to transport to visit family or friends or attend sporting events or sales; notes that in the North of England the terms of the Northern Rail franchise mean that 60 services must be provided by the company on 28 December 2018 and that similar obligations are detailed in the TransPennine Franchise; and calls on the Department for Transport, Transport for London, Transport for the North, the Combined Authorities, the Association of Train Operating Companies and Network Rail to work together to ensure that from 2019 an adequate rail service is provided on Boxing Day nationwide and that all future rail franchises have provisions for Boxing Day services.

motion text That this House notes with concern the recurring problem of unauthorised Traveller encampments in many parts of the UK; further notes the ineffective response from various agencies in preventing such encampments, especially in relation to Traveller groups being evicted from one site of public land, often a public park or recreation facility, only to return days or weeks later; believes that police forces do not operate consistent policies in relation to illegal encampments which has led to criminal and anti-social behaviour not being sufficiently dealt with; regrets the courts' reluctance to issue clear injunctions banning Traveller groups from constantly returning to the same site of public land; recognises that the human rights of Traveller groups must be taken into consideration; considers the current arrangements, where local authorities are obliged to seek repeated eviction notices, are placing large costs on local authorities, including those related to the cost of cleaning up and clearing sites after Traveller groups have been evicted; and calls on the Government to review the existing legal powers and procedures already in place to deal with unauthorised encampments and then take all necessary action to prevent the recurring problem of these encampments so that the interests of local residents, who have a right to enjoy the public amenities and facilities that they pay for through their taxes, are effectively protected.

motion text That this House notes that workers in the UK lack adequate legal safeguards from working in uncomfortably high temperatures, owing to the lack of a statutory maximum temperature at which employers would have to introduce control measures, such as breaks, access to water or air conditioning; further notes that this would correct an anomaly in current legislation where a legal minimum working temperature exists, but a corresponding upper limit does not exist in statute; appreciates that excessive heat in the workplace is responsible for heat stress and thermal discomfort, and can impact seriously on health, well-being and productivity; recognises that this is a matter of concern for workers in a wide range of workplaces including offices, schools, shops, bakeries, vehicles, trains, call-centres, theatres and construction sites; and calls on the Government to adopt the recommendations of the TUC and joint union Cool It campaign to introduce into law a maximum working temperature of 30 degrees Celsius or 27 degrees Celsius for those doing strenuous work, beyond which employers would have a statutory duty to introduce effective control measures.

motion text That this House is extremely concerned about announcements made by the Post Office in 2016 which will mean the closure of more than 60 of its flagship branches, the loss of around 2,000 jobs and the closure of its defined benefit pension scheme; notes that these are the latest in a series of significant cost-cutting measures undertaken by the Post Office following its separation from Royal Mail and a reduction in government funding of 60 per cent in five years; believes that the commitment from the Department for Business, Innovation and Skills in 2010 to make the Post Office a genuine Front Office for Government to help secure its future has failed; further believes that the Post Office is at crisis point and cannot survive without a robust strategy for growing new revenues, such as the establishment of a Post Bank; further notes that the Government is due to commence talks with the Post Office on its future business plan and funding for 2018 and beyond; and calls on the Government to bring together key stakeholders and industry experts to develop a strategy to safeguard the future of the Post Office as a matter of urgency.
