The Home Office have not received any representations from professionals working in criminal justice on the appropriate punishment for young people who have committed cyber crimes.

The Computer Misuse Act 1990 provides the legislative framework for cyber offences and sets out the sentencing for each of the five offences. Determination of sentencing guidelines is a matter for the Ministry of Justice.

We will type approve Mobile Evidential Breath Test Instruments (MEBTIs) as soon as possible. Type approval is a complex process and relies on the submission by manufacturers of instruments which then perform satisfactorily during testing. The Home Office has no control over these factors.

The current strategy for the House of Commons Service, which covers the period 2013 to 2017, was endorsed by the Commission in January 2013. It is published on the Parliament website at: http://www.parliament.uk/mps-lords-and-offices/offices/commons/management-board/management-board-publications1/hoc-strategy/.

The Management Board has started the process of drawing up a strategy for the next Parliament, which will build on the current one. This will draw on the views of Members, as well as a large-scale consultation exercise with staff. Emerging ideas will be discussed with the Commission in the new year, the intention is then to take the draft strategy to the new Commission in the 2015 Parliament for its agreement. I have noted the hon. Member’s suggestion to the Governance Committee that the vision should be “This House exists to serve the people of this country and the people who represent them”, and that seems to me an important point to reflect in the House Service’s strategy.

Tackling abuse is a priority for this Government. We will continue the work of overhauling how our police, social services and other agencies work together to protect vulnerable children. To this end, we have prioritised child sexual abuse as a national threat like serious and organised crime, which means police forces now have a duty to collaborate with each other across force boundaries to safeguard children.

The provision of police training is an operational matter. The College of Policing and the National Policing Lead for child protection and abuse investigation have set the requirement for all forces to train all new and existing police staff to respond to child sexual exploitation and abuse, including call handlers, Police Community Support Officers, police officers, detectives and specialist investigators.

The College of Policing has issued Achieving Best Evidence guidance and training for all officers engaged in interviewing children and vulnerable witnesses. This includes training on the sensitivity needed when dealing with victims and witnesses who may be vulnerable as well as working with partners – such as social workers – and their involvement in interviews.

Specialist courses for child sexual abuse and rape specialist investigators also expand on these requirements in relation to interviewing children and vulnerable adults.

The role of social workers in these investigations, including their training, is a matter for the Department for Education. The guidance issued by DfE in March 2015, “Working Together to Safeguard Children”, sets out how social workers and their managers, as well as other agencies including the police, should work together and follow the Achieving Best Evidence guidance.

The Department of Health are responsible for the training of social workers working with vulnerable adults who may have been sexually abused as children or in adulthood.

The Government takes the allegations raised by BBC Panorama, and the welfare of immigration detainees generally, very seriously. The Government’s policy remains that detention should be used only sparingly and for the shortest period necessary. Stephen Shaw is currently reviewing Home Office progress against his 2015 recommendations in relation to the welfare of vulnerable people in immigration detention and the Government will keep its policies under review accordingly.

Under Rule 21 of the Detention Centre Rules 2001, if detainees on admission to an immigration removal centre (IRC) wish to declare that they belong to a particular religion, that information must be recorded. This information is recorded by the IRC service providers on their own internal detainee management systems and is used to inform the religious provision available at the IRC.

Due to the differing recording methods in place at each of the individual centres information on the religion of people detained in IRCs in each of the last five years could only be provided at disproportionate cost.

Mandate plays an important part in facilitating the resettlement of refugees in various locations across the world. There is no specific quota or target for the number of people resettled via Mandate. The referral of cases (and the corresponding numbers of arrivals) under Mandate is dependent on the UN High Commissioner for Refugees (UNHCR) identifying cases which meet its criteria. This criteria can be found in the UNHCR Resettlement Handbook under the UK’s country chapter available at http://www.unhcr.org/40ee6fc04.html
We publish a breakdown of arrivals under our resettlement schemes as part of the Immigration Statistics Quarterly Release, which was most recently updated on 30 November, however we do not publish a disaggregation of those resettled to immediate or extended family members.

The fundamental aims of the Commission are not only to ensure that the House is valued and effective in holding the Government to account and scrutinising legislation, but that individual Members have the information, advice, support and technology they need to be effective in their work and to engage closely with their constituents.

We are coming to the end of a programme of savings, during which the governing principle has been that any cost reductions should not adversely affect the ability of the House and its Members to carry out their parliamentary functions. Indeed many of the changes have been a spur to innovation in the support available to Members. Now that we are on track to achieve the savings target, we have the opportunity to re-appraise the provision of resources and ensure, for example in the area of select committees, that we are providing the right level of support.

The IPCC report on Operation Gullane makes a number of recommendations relating to police investigation of non-recent child sexual abuse.

Since the publication of those recommendations the Home Office has:

• prioritised child sexual abuse as a national threat to empower police forces to maximise specialist skills and expertise to prevent offending and resolve cases

• provided £1.7 million to Operation Hydrant which coordinates the handling of multiple non-recent child sexual abuse investigations specifically concerning institutions

In addition:

• the College of Policing has issued updated Authorised Professional Practice guidance for police in relation to child abuse and exploitation, and

• a joint National Policing Lead and CPS review panel has been established to re-examine non-recent cases of sexual abuse where a decision was made that no further action would be taken and identify whether any issues require further exploration and investigation.

Combined, these measures significantly improve the quality of police investigations non-recent child sexual abuse.

I understand that the IPCC will write directly to the Honourable Member regarding implementation of the report’s recommendations.
