​We have studied both the documentary film and report. Our position on the Kurdish issue is unchanged. Mr Öcalan, the leader of the Kurdistan Workers' Party, is in our view a convicted terrorist. We hope that a peace process can be resumed in the future and have provided funding to a number of civil society organisations in Turkey seeking to build dialogue between different relevant actors on the Kurdish issue.

Regarding Mr Öcalan's imprisonment, we expect Turkey to respect its international obligations with regard to prison conditions. This includes acting on the recommendations of the Committee for the Prevention of Torture (CPT) of the Council of Europe concerning prisoner association, isolation and access. When raising Mr Öcalan's case with the Turkish authorities, we have encouraged them to implement the recommendations made by the CPT following their visit to the prison in 2016. In this regard, we note the fact that Mr Öcalan was granted access to two lawyers on 2 May. We also note that the CPT paid a further visit to Imrali prison in mid-May, and that the Turkish Minister of Justice has this month lifted the court restriction on lawyers' visits to Imrali prison. We welcome these positive developments.

The Creative Industries Sector Deal, published in March 2018, announced a £150m package of measures to encourage growth across the lifecycle of the creative industries, delivered in partnership between government and industry through the Creative Industries Council.

Evaluation measures have been established to monitor progress and assess the full economic impact when the multiple programmes that make up the Sector Deal move from delivery to completion.

Although implementation is still in the early stages, the Sector Deal is progressing well with the successful commencement of the main commitments. This includes the launch of the £80m Creative Industries Clusters Programme, including nine Research and Development partnerships led by universities across the UK, the £20m Cultural Development Fund supporting five creative clusters, the £14m Creative Careers Programme raising awareness of careers across the creative industries, the £4m Creative Scale-Up investment readiness programme aimed at increasing the investability of scaling creative industries businesses, and £16m for four Audience of the Future immersive technology demonstrator projects.

Projects are progressing to different timescales over the coming 2-3 years. We expect a clearer picture of impact to emerge as implementation continues and monitoring and evaluation mechanisms begin to report.

Home Office records report that, between 1 January 2014 and 31 December 2018, a total of 28,953 people lodged Further Submissions after initially having their asylum claim refused.

A breakdown for each year is provided in the table below.

Since March 2015, the Home Office has required non-detained refused asylum seekers to lodge Further Submissions by appointment at the Further Submissions Unit based in Liverpool. The figures in the table note how many people lodged a Further Submission at the Further Submissions Unit, and how many people lodged their submission by a different route, including cases where a Further Submission was raised in detention and cases where a Further Submission is raised during the Family Returns Process.

DCMS have published figures setting out the growth of the creative industries in relation to the rest of the economy for the period 2010 - 2017. These are available on the government website (2017 - https://www.gov.uk/government/statistics/dcms-sectors-economic-estimates-2017-gva).

In 2017 the gross value added (GVA) of the creative industries was £101.5 billion, up from £66.3 billion in 2010. This represents a 53.1% increase, compared to the 29.7% increase in the rest of the economy over the same period. When viewed as a percentage of the UK’s entire GVA, the creative industries now make up 5.5% of the UK’s total GVA, a 53.1% increase since 2010.

DCMS measure the design sector under the broader category of "design and designer fashion". In 2017 these sectors contributed £3.95 billion to the economy, up from £1.97 billion in 2010. This represents a 100.6% increase and in 2017 these sectors contributed 0.2% of the UK’s GVA.

The Government is giving local authorities £16 billion over the current five-year spending review to fund public health activities and services. Local authorities shall receive over £3.1 billion in 2019/20, ring-fenced exclusively for use on public health. All state-maintained secondary schools must teach art and design and music to pupils at Key Stage 3 (pupils aged 11 – 14). The Home Office has been working closely with the All-Party Parliamentary Group (APPG) for International Freedom of Religion or Belief and the Asylum Advocacy Group (AAG) for many years, to help improve their approach to religious based claims and have recently worked with them recently to develop and produce a specialist training package.

The Asylum Learning and Development Team started to deliver the specialist training package on religious claims on Monday 8 April 2019, which will be mandatory for all asylum decision-makers.

The aim of this course is to ensure that where religion or belief is raised in an asylum claim, decision makers appropriately consider all the available evidence in accordance International, European & Domestic law and Home Office policy, when interviewing asylum seekers and making decisions on their claims.

In order to alleviate any concerns about the way in which vulnerable claims are dealt with, a review has been commissioned to investigate the way claims based on religious grounds and LGBT+ are assessed. The aim and approach of the Review will be to ensure that empathy and religious literacy is considered by Decision Makers when assessing these highly complex claims, acknowledging the impact of their decision whilst ensuring appropriate rigour is applied as these routes can be open to fraudulent claims.

The Government understands that assistance dog users, who have become familiar with the benefits of using the EU Pet Travel Scheme to travel to EU Member States, are concerned about the changes that could take place when the UK leaves the EU.

In any exit scenario owners of assistance dogs from the UK will still be able to travel to the EU with their animals. After exit we want owners of assistance dogs to be able to take their animals to the EU with the minimum of disruption.

If the UK leaves the EU without a deal and becomes an unlisted third country under the EU Pet Travel Scheme, assistance dogs would need to be microchipped and vaccinated against rabies, as now, but would also need to undergo a blood titre test to demonstrate that their rabies vaccination has been effective.

On 25 March 2019 Defra issued updated guidance on pet travel to Europe after Brexit, which can be found here: https://www.gov.uk/guidance/pet-travel-to-europe-after-brexit. This advises of the contingency planning owners should consider to make sure their animals can travel to the EU in the scenario that the UK is not granted listed third country status under EU Pet Travel Scheme rules. The guidance advises owners to contact their vet at least four months before travelling to get the latest advice.

Defra has submitted an application for the UK to become a listed country under the EU pet travel regulations. Should the UK become a Part 1 listed country, there would be little change to the current arrangements, with only minor changes needed for documentation and, in most cases, no change for owners from what they currently need to do in terms of their animal’s health preparation. It is now for the EU Commission to consider our application for listed status.

We continue to work with assistance dog organisations to share the latest advice and guidance (in accessible formats) with their members. We will also work with carriers to ensure that assistance dog owners have the correct health preparation and documentation to enable them to enter the EU. Our reforms to professional and technical education and apprenticeships are aimed at ensuring that people of all ages get access to the education and training that businesses across the sectors need.

Both apprenticeships and T levels, when they are introduced, can be a valuable way of developing skills for the creative and design sectors.

Employer-designed T levels will give students the skills needed to enter work or higher level technical study, helping young people to get a head-start in their potential careers. The first 3 T levels will be delivered in 2020, and we will confirm the timetable for the rollout of courses in creative and design before the end of this year.

New apprenticeship standards across all levels are being designed and driven by industry – creating higher quality training that will lead to a more skilled and productive economy. There are 23 Creative and Design Apprenticeship Standards approved for delivery with 6 standards currently in development.

The National College for Creative Industries, opened in September 2016, is one of 4 national colleges which we are establishing to set new standards for higher-level technical training.

The Home Office recognises the highly valuable work that local authorities undertake in supporting unaccompanied asylum-seeking children (UASC) and that is why we significantly increased the funding paid as a contribution to their costs. It is hoped that this will enable more local authorities to feel able to offer placements for vulnerable UASC, and we will be working with them and partners to encourage this.

It is unlikely that adoption will be an appropriate option for unaccompanied children. The United Nations High Commission for Refugees, as well as other humanitarian charities, advise that no new adoption applications should be considered in the period after a disaster or fleeing from war. It is not uncommon for children in these circumstances to be temporarily separated from their parents or other family members who may be looking for them. Efforts to reunite children with relatives or extended family should therefore be given priority.

Foster parents are recruited by fostering services which include local authorities or independent fostering agencies. The decision to let someone foster a child, including UASC, is a very important one to get right. Anyone who wants to become a foster parent must undergo a full assessment and be approved by a fostering service before any child can be placed in their care. Regulations set out in detail the requirements of the approval process, including the information that must be collected in the assessment and the requirement for a Disclosure and Barring Service (DBS) check. In 2013 Department for Education streamlined and strengthened the assessment and approval process for foster carers, introducing a two-stage process to ensure efficiency and transparency.

Existing foster parents may also be able to provide suitable homes for unaccompanied children and over the past two years the Department for Education has funded over 2000 training places for existing foster parents and support workers who wish to care for UASC, with places being prioritised for local authorities participating in the National Transfer Scheme.

The hexavalent chromate compound used in paints for vehicle servicing was banned in January 2019 under the Registration, Evaluation, Authorisation and Restriction of Chemicals regulations. Work had been ongoing since 2006 to remove paints containing hexavalent chromate compounds, and the Ministry of Defence implemented this ban for the remaining few uses when it came into force. Updated instructions were provided to personnel and any remaining paints were recalled for safe disposal.

The Home Office has been working closely with the All-Party Parliamentary Group (APPG) for International Freedom of Religion or Belief and the Asylum Advocacy Group (AAG) for many years, to help improve their approach to religious based claims and have recently worked with them recently to develop and produce a specialist training package.

The Asylum Learning and Development Team started to deliver the specialist training package on religious claims on Monday 8 April 2019, which will be mandatory for all asylum decision-makers.

The aim of this course is to ensure that where religion or belief is raised in an asylum claim, decision makers appropriately consider all the available evidence in accordance International, European & Domestic law and Home Office policy, when interviewing asylum seekers and making decisions on their claims.

In order to alleviate any concerns about the way in which vulnerable claims are dealt with, a review has been commissioned to investigate the way claims based on religious grounds and LGBT+ are assessed. The aim and approach of the Review will be to ensure that empathy and religious literacy is considered by Decision Makers when assessing these highly complex claims, acknowledging the impact of their decision whilst ensuring appropriate rigour is applied as these routes can be open to fraudulent claims.

The response to this unique incident in the UK was predominately led by other Government Departments, supported by the Ministry of Defence (MOD). Post event there was detailed examination of the properties of the nerve agent and its medical management by military and civilian scientific and medical communities, re-affirming the effectiveness of our current Chemical, Biological, Radiological and Nuclear (CBRN) medical countermeasures and the importance of continuing medical care.


The MOD, in collaboration with countermeasure development partners, will use the information and lessons identified for future capability development as well as the continuing training of first responders and medical personnel. Furthermore, the UK has shared valuable information with its allies to allow them to assess their CBRN medical countermeasures and maximise interoperability.

No assessment has been made on the prevalence of National Health Service treatment for back pain. In the instance that back pain continues, or is caused by a pre-existing medical condition, treatment will be provided in line with the existing guidance. The vast majority of people are successfully managed by their general practitioner (GP) or via community services.

The National Institute for Health and Care Excellence (NICE) guidance ‘Low back pain and sciatica in over 16s: assessment and management’, published in 2016 set out evidence based best practice in the management of the condition. As set out in the NHS Long Term Plan, musculoskeletal conditions are responsible for a substantial amount of poor health, and NHS England has committed to expand on work already undertaken to ensure patients will have direct access to musculoskeletal first contact practitioners (FCPs). 98% of sustainability and transformation partnerships have confirmed pilot sites for FCPs and 55% of pilots are already underway. This will expand the number of physiotherapists working in primary care networks, enabling people to see the right professional first time, without needing a GP referral.

The Data Protection Act 2018 set new standards for protecting personal data, in accordance with the General Data Protection Regulation. It imposed strict obligations on organisations to ensure that personal data is processed safely and securely. Organisations which fail to comply with the new legislation may be investigated by the Information Commissioner’s Office and subject to substantial fines.

All organisations that process personal information must comply with data protection principles. One of these principles states that organisations shall be fair, lawful and transparent in the collection and use of personal data. That means all relevant organisations, including providers of artificial intelligence technology, must clearly explain and justify what they will be doing with personal information that they collect.

The Government has also recently set up the Centre for Data Ethics and Innovation to identify and address any gaps in the data and AI governance landscape, as and when they emerge. The Centre will provide independent expert advice to Government on the measures needed to enable and ensure safe, ethical and innovative use of data and technology.

Perinatal mental health services are available to all parents, including parents of babies that have been discharged from neonatal units, when they need it.

In April 2019, NHS England confirmed that new and expectant mothers across the country are now able to access specialist mental health care in the area where they live. The rollout of specialist community services across the whole of England, means that those suffering from perinatal mental health problems are able to access high quality care much closer to home.

The Five Year Forward View for Mental Health committed to invest £365 million from 2015/16 to 2020/21 in perinatal mental health services to ensure that, by 2020/21, at least 30,000 more women each year are able to access evidence-based specialist mental health care during the perinatal period.

The NHS Long Term Plan includes a commitment for a further 24,000 women to be able to access specialist perinatal mental health care by 2023/24. Specialist care will also be available from preconception to 24 months after birth, which will provide an extra year of support. Support will also be extended to fathers and partners of women accessing specialist perinatal mental health services and maternity outreach clinics.

​The British Government has raised Mr Öcalan’s case with the Turkish authorities a number of times. The Minister for Europe and the Americas raised the issue most recently with the Turkish Ambassador on 13 May. While strongly condemning the ongoing violence perpetrated by the PKK, a proscribed terrorist organisation in the UK, we have encouraged the Turkish authorities to implement the recommendations made by the Committee for the Prevention of Torture following their visit to Imrali prison. In this regard, I welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May. I also note the comment made by Mr Öcalan, via his lawyers, that individuals should not pursue these hunger strikes to the point of serious illness or death.

In December 2018, the Government published a green paper consultation on its new aviation strategy, Aviation 2050. The strategy proposes a comprehensive approach to tackling aviation’s carbon emissions, taking into account the UK’s domestic and international obligations to ensure that aviation contributes its fair share to action on climate change. The white paper will be published later this year and will take into account recent advice from the Committee on Climate Change.

The Government supports a range of measures to achieve its 2050 vision of reducing aviation carbon emissions, including efficiency improvements in technology, operations and air traffic management, use of renewable fuels and market-based measures.

Recently, the Government extended eligibility for rewards under the Renewable Transport Fuels Obligation (RTFO) to aviation fuels, and is making available up to £20 million of matched capital funding to projects that will produce low carbon waste-based fuels to be used for aviation and Heavy Goods Vehicles through the Future Fuels for Flight and Freight Competition (F4C).

The UK was instrumental in reaching agreement on the global carbon offsetting measure for aviation (CORSIA) in 2016 and continues to be actively involved in negotiating for a scheme that is environmentally effective and robust. The green paper also states that the UK will encourage ICAO to agree a long term emissions reduction goal at its 41st Assembly in 2022.

The Home Office is unable to report on whether more illegal migrants were smuggled in to the UK last year from Eritrea than from any other country, as the method of entry for those who entered the UK clandestinely and subsequently claimed asylum, is recorded on individual Home Office files and to obtain this information would require a manual trawl and could only be obtained at disproportionate costs.

The majority of airlines are privately owned and the responsibility of disposable and non-recyclable waste reduction on services arriving to and departing from the UK is a matter for the companies concerned.

The Government has adopted a target of zero avoidable plastic waste by the end of 2042. The Aviation Strategy consultation paper highlights examples of best practice in waste reduction. As the Department continue to develop this strategy, it will be working with the aviation industry to help set out ambitions and share best practice to reduce levels of plastic waste produced by the sector still further, in order to ensure that the Government is able to achieve its 2042 goal.

The Home Office has been working closely with the All-Party Parliamentary Group (APPG) for International Freedom of Religion or Belief and the Asylum Advocacy Group (AAG) for many years, to help improve their approach to religious based claims and have recently worked with them recently to develop and produce a specialist training package.

The Asylum Learning and Development Team started to deliver the specialist training package on religious claims on Monday 8 April 2019, which will be mandatory for all asylum decision-makers.

The aim of this course is to ensure that where religion or belief is raised in an asylum claim, decision makers appropriately consider all the available evidence in accordance International, European & Domestic law and Home Office policy, when interviewing asylum seekers and making decisions on their claims.

In order to alleviate any concerns about the way in which vulnerable claims are dealt with, a review has been commissioned to investigate the way claims based on religious grounds and LGBT+ are assessed. The aim and approach of the Review will be to ensure that empathy and religious literacy is considered by Decision Makers when assessing these highly complex claims, acknowledging the impact of their decision whilst ensuring appropriate rigour is applied as these routes can be open to fraudulent claims.

The Government has not made any assessment of the immediate response from the aviation industry to the Final Report from the independent Airline Insolvency Review, which was published on 9 May 2019.

In the Written Ministerial Statement (HCWS 1546) on the 9 May 2019, the Secretary of State for Transport noted that Government is considering the range of options put forward by the review and will work swiftly to introduce the reforms that are needed to ensure a strong level of consumer protection and value for money for the taxpayer. In doing so the Secretary of State also acknowledged a need to consider the challenges faced by the aviation sector.

I am committed to ensuring that disabled people and disabled people’s organisations are engaged with and listened to. My diary for this year is filling up with meetings with disabled people and stakeholders, ranging from individual Access to Work customers to larger organisations such as Action on Hearing Loss.

Access to Work has a regular stakeholder forum which brings together disabled people and disabled people’s organisations to discuss how the Access to Work offer works for our customers. This group includes representatives from organisations such as the Thomas Pocklington Trust, Versus Arthritis and the National Deaf Children’s Association. The group is due to meet next month and will discuss plans for future improvements for the Access to Work scheme.

DWP also undertakes regular engagement with stakeholders on specific issues. For example, this week officials held a stakeholder workshop on Access to Work’s Tech Fund policy, exploring strategies for encouraging the take-up of assistive technology to meet support needs. Next week, we are hosting the latest in a series of stakeholder workshops to discuss the Access to Work offer for self-employed people.

The Department is aware of Asthma UK’s campaign in relation to prescription charges. The Department does not have plans to review the current system. Extensive arrangements are already in place to help people afford National Health Service prescriptions. These include a broad range of NHS prescription charge exemptions, for which someone with asthma may qualify.

To support those with greatest need who do not qualify for an exemption, cost of the prescription pre-payment certificates were frozen for another year. A holder of a 12-month certificate can get all the prescriptions they need for just £2 per week.

Under the Animal Welfare Act 2006, local authorities, the Animal & Plant Health Agency and the police all have powers of entry to inspect complaints of suspected animal cruelty and take out prosecutions where necessary. Local authorities must be able to make decisions based on local needs and resource priorities and the arrangements that work best for them. It is for local authorities to determine how to prioritise their resources. We do not hold data centrally on the number of inspectors appointed under the Act.

Local authorities will often work in close partnership with others, such as the RSPCA, to ensure that the welfare of animals is protected. The Animal Welfare Act 2006 allows anyone to be able to investigate allegations of animal neglect and if necessary take forward a prosecution and it is on this basis that the RSPCA have been enforcing animal welfare legislation in this country. Although they have no specific powers under the 2006 Act, the RSPCA do investigate allegations of cruelty and successfully prosecute 800 to 1,000 people each year.

The Government is determined to confront hate crime wherever it occurs. Police recorded religiously motivated hate crime has increased in recent years despite a backdrop of a longer-term downward trend in the experience of hate crime overall, according to the Crime Survey of England and Wales. We know that there have been trigger events for increases in hate crime, such as the EU Referendum and the terror attacks in 2017, though data shows that these have been temporary. A significant driver for this overall increase is general improvements in police recording, and through our work with the National Police Chiefs’ Council and third party services such as the Community Security Trust, police are better at identifying whether a crime is a hate crime and victims may be more willing to come forward.

The Government has a comprehensive plan to tackle hate crime in all its forms, as set out in the refreshed Hate Crime Action Plan published in October 2018, which sets out a programme of work across Government and by the police.

We have undertaken significant reform of Access to Work, but there are still further opportunities for improvements and we are committed to listening to our customers and stakeholders.

For example, to address points raised about the Access to Work self-employment customer journey in the DWP research report ‘Access to Work: Qualitative research with applicants, employers and delivery staff’, published in November 2018, we worked closely with customers and stakeholders to identify the issues and develop a new self-employment customer journey for freelancers and contractors.

To support this work, we are also developing an Access to Work ‘Workplace Adjustments Passport’, comprising a current record of an Access to Work customer’s support needs. This ‘passport’ is designed to be shared with new employers and commissioners, so that Access to Work customers who change jobs or move between contracts can be sure that their support needs are known in advance and adjustments may be put in place swiftly.

We will be announcing the detail of these new reforms later in the year.

Under the Renewable Transport Fuel Obligation (RTFO), biofuels reported as being made from waste have risen from 12% of total biofuel supply in the first year of the obligation (2008/09) to 66% in 2017/18. Building on that success the Government introduced changes to the RTFO last year which will almost double the use of renewable fuels from 2018 to 2020, and set targets out to 2032 providing industry with long term certainty.

In addition, as part of a fifteen year strategy for low carbon fuels the Government extended eligibility for rewards under the RTFO to aviation fuels last year, and is making available up to £20 million of matched capital funding to projects that will produce low carbon waste-based fuels to be used in aeroplanes and lorries through the Future Fuels for Flight and Freight Competition. The department is also engaging with industry on whether fuels produced from non-biogenic wastes, including those that are difficult to recycle, should be supported under the RTFO.

Through the Aviation Strategy the Government will consider policies it can put in place to further assist the long-term uptake of sustainable alternative fuels in this sector.

The Attorney General’s Office (AGO) has had officials take sick leave for reasons relating to stress in the last 12 months. However, we are not in a position to release this data, as due to the small size of the office this could lead to individuals becoming identifiable.

The AGO is highly committed to the health and wellbeing of its staff, and works to help them to manage stress in the workplace. The AGO offers a range of guidance and services in place to support staff, including launching its own wellbeing statement and strategy, and receiving the commitment of the Executive Board to wellbeing. The staff volunteer led wellbeing group has organised numerous events for colleagues to help improve wellbeing and manage stress. The AGO also offers free counselling services for staff members.
