In the Joint Comprehensive Plan of Action, finalised on 14 July, Iran agreed that it will never seek, develop or acquire any nuclear weapons, and agreed to a far reaching set of measures to ensure that it will not be able to do so, including verifiable limits to its stockpiles of fissile material, numbers of centrifuges, nuclear research and development, and a re-design of its heavy water reactor at Arak. Having reached this important agreement, our focus and that of our E3+3 partners will now be on swift and full implementation to ensure that Iran abides by this and other commitments, and that a nuclear weapon remains beyond Iran's reach.

In 2002, the Foreign and Commonwealth Office (FCO), as the current occupant of the Old Admiralty Building, agreed to assume the costs for general cleaning of the Royal Naval Division Memorial and the costs of the water supply to the memorial’s fountain. The costs of any maintenance, other than cleaning, remain the responsibility of the Committee for the Royal Naval Division Memorial. In November 2013, the Committee informed the FCO that it intended to commission a condition survey of the memorial and had raised funds for any repair work. The survey commenced on 17 February 2015.

From 1 June to 8 July, the British Government has sent five diplomatic protests by Note Verbale to the Government of Spain concerning 55 unlawful incursions by Spanish State vessels into British Gibraltar Territorial Waters. We have studied the Report, which is a useful contribution to discussion of issues around the use of armed drones.

The UK has repeatedly set out its policy position on the use of Remotely Piloted Aircraft Systems (RPAS), including at the UN General Assembly and the UN Human Rights Council. The UK’s fleet of armed RPAS are operated by highly trained Royal Air Force personnel in accordance with International Humanitarian Law and UK Rules of Engagement. The same strict Rules of Engagement that govern the use of conventional manned military aircraft also apply to RPAS, this includes robust criteria on establishing positive identification and requires commanders to do everything feasible to verify that the target is a military objective. The UK believes that existing international law sufficiently covers the use of RPAS, which are subject to the same legal considerations as other weapons systems.

We have made no direct representations to the Government of Russia on this issue. The UK strongly supports comments made by North Atlantic Treaty Organization (NATO) Secretary General Stoltenberg last week, calling on Russia to obey the norms of international air traffic and understand that he has plans to follow up with Russia directly on this point.
