The Secretary of State has the power to exclude a non-EEA national on the grounds that it is conducive to the public good. An EEA citizen or their non-EEA family member can be excluded or refused admission on the grounds of public policy or public security. Exclusion is normally used in circumstances involving national security, criminality, international crimes (war crimes, crimes against humanity or genocide), corruption and unacceptable behaviour, such as glorification of terrorist violence.

The Immigration Rules also provide for the refusal of entry on the grounds of previous criminal convictions or the individual’s character, conduct or associations, on general grounds, regardless of the category in which the application is made.

My right hon. Friend the Chancellor of the Exchequer has committed to completing a major review of business rates by the end of 2015.

Autumn Statement 2014 announced a £1bn package of measures to reduce the burden of business rates, focussed on small businesses and retailers, including:

· extending the doubling of the Small Business Rate Relief until April 2016;

· continuing the 2% cap on the inflation-linked increase in the business rates multiplier until April 2016; and

· increasing the retail discount for shops, pubs, cafes and restaurants until April 2016

The Start Up Loans Scheme was launched in 2012 as a response to Lord Young’s report into small business and enterprise ‘Make Business Your Business’. This is therefore the date from which figures are held.

I can confirm that since 2012, in the North West, a total of 5,563 start-up loans have been delivered, equalling £35.64m.

And, in the UK, since 2012, a total of 46,506 loans have been granted, to a sum of £301.37m.

The attached table shows by year the number and value of start-up loans.

We have an ambitious programme of Free Trade Agreement negotiations - the largest such programme in the world - to help our nation become a truly Global Britain. We are currently in negotiations with eight partners, and have plans to start negotiations with Turkey and the Maldives.

The Department does not currently have plans to start a new trade agreement with East Timor. Under the Developing Countries Trading Scheme, East Timor benefits from duty free trade with the UK, in all areas apart from arms. It also benefits from some of the simplest and most generous rules of origin in the world.
