The Government is taking action to ensure young people can access work, education and apprenticeship opportunities, regardless of where they live. We have consistently invested in public transport to help make services more frequent, more reliable, cheaper and easier to use.

In 2019 we introduced the 16-17 Saver Railcard, extending the 50 per cent discount available to children for rail travel to their entire period of compulsory education and training. For students aged 18 and above, the 16-25 Railcard offers a third off most rail travel. In October, we announced that the £2 cap on single bus fares in England outside London would be extended until the end of 2024. Through the Plan for Drivers, we have also announced measures to help tackle the cost of driving.

We are committed to meeting the obligations of the Public Sector Equality Duty, including giving due consideration to the needs of different age cohorts.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4499", "label" : {"_value" : "Biography information for Lord Davies of Gower"} } , "answeringMemberPrinted" : {"_value" : "Lord Davies of Gower"} , "dateOfAnswer" : {"_value" : "2023-12-15", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "HL969"} , {"_value" : "HL970"} , {"_value" : "HL971"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-12-15T11:54:03.76Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2023-12-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Transport: Young People"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what steps they are taking to reduce transport barriers to work and apprenticeships to help young people aged 16 to 24.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3526", "label" : {"_value" : "Biography information for Lord Berkeley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Berkeley"} ], "uin" : "HL972"} , {"_about" : "http://data.parliament.uk/resources/1470480", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1470480/answer", "answerText" : {"_value" : "

The OECD’s latest Economic Outlook underlines the uncertainty around the global economic outlook. The OECD forecast global growth will slow sharply this year and to remain at a subdued pace in 2023 linked to the effects of Russia’s invasion of Ukraine, inflationary pressures across many economies and continuing effects of the Covid-19 pandemic. The OECD estimates global growth of 3.0% in 2022 and 2.8% in 2023.

The OECD forecast that the UK economy will grow by 3.6% this year, the second fastest in the G7, while growth in 2021 was the highest of the G7 (7.4%). Looking ahead, we face challenges across the global economy – common challenges with other countries including high inflation. This is why we are taking significant action to support households with the cost of living totalling around £37bn this year. We also continue to make progress against our plan for growth to support the economy, including a landmark capital uplift in the Spending Review 2021, the creation of the UK Infrastructure Bank, more funding for apprenticeships and skills training, a commitment to double public investment in R&D, and the launch of the UK-wide Help to Grow scheme.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4726", "label" : {"_value" : "Biography information for Baroness Penn"} } , "answeringMemberPrinted" : {"_value" : "Baroness Penn"} , "dateOfAnswer" : {"_value" : "2022-06-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-06-23T14:31:09.103Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2022-06-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Economic Situation"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the Organisation for Economic Co-operation and Development (OECD) report OECD Economic Outlook, published on 8 June; and what assessment they have made of the prediction in that report that Britain will experience zero economic growth in 2023.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3682", "label" : {"_value" : "Biography information for Lord Truscott"} } , "tablingMemberPrinted" : [{"_value" : "Lord Truscott"} ], "uin" : "HL972"} , {"_about" : "http://data.parliament.uk/resources/1331617", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1331617/answer", "answerText" : {"_value" : "

The Democratic People's Republic of Korea (DPRK) Strategic Rocket Force put on a SCUD-class short-range ballistic missile demonstration for Kim Jong Un on 29 June 2014. Two missiles were launched from its southeast coastline toward the sea. On 9 July, and again on 13 July, the DPRK launched further SCUD-class short range missiles. Two missiles were launched from the southwest of the country, landing in the sea to the east of the DPRK. No prior notice was given in advance of these launches.

As a result of these launches the UK has written to the UN Committee responsible for the DPRK sanctions regime and asked it to investigate these breaches of UN Security Council Resolutions (UNSCRs) 1718, 1874, 2087 and 2094. We have also joined the US, the Republic of Korea, Australia, Canada, France, Germany and Japan, in a letter to the International Civil Aviation Organization (ICAO), expressing concern at the lack of proper prior notification of ballistic missile launches and asking ICAO to remind the DPRK of its responsibilities for international civil aviation. In response, the President of the Council of ICAO said on 14 July 2014 that he has brought the matter to the attention of the DPRK Minister of Land and Marine Transportation, reminding the Minister of previous correspondence, expressing concerns for the safety of international civil aviation and urging him to take the steps required to fulfil the requirements of the Annexes under the Chicago Convention.

On 17 July, the UK and other UN Security Council Members met to exchange views regarding the DPRK's recent series of ballistic missile launches. Following this meeting, Members of the Security Council condemned the launches as violations of UNSCRs and urged the DPRK to comply fully with the relevant UNSCRs.
