UK employers with an annual pay bill above £3 million pay the apprenticeship levy, which is collected by HM Revenue & Customs. Employers in England who pay the apprenticeship levy can access funds for apprenticeship training and assessment by registering for an apprenticeship service account. The funds in employers’ accounts reflect the ‘English percentage’ of an employer’s levy contribution and include a 10% top-up from the government.

While levy-paying employers in England can use all their levy funds the majority do not, which allows these funds from the apprenticeship budget to fund apprenticeship training for small and medium sized businesses, so all companies can benefit from training apprentices.

The table below shows the number of levy-paying employers that have spent all the funds declared in their apprenticeship service accounts, including the 10% top-up from the government, in each financial year from 2018/19 to 2022/23.

The funds in levy-paying employers’ apprenticeship service accounts do not represent the total spend on apprenticeships for levy paying employers and are not the same as the total annual apprenticeships budget. The ring-fenced apprenticeships budget for England is set by HM Treasury and, although closely linked, is distinct from the total levy income collected. In the last two financial years, on average 98% of the English apprenticeships budget was spent.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4703", "label" : {"_value" : "Biography information for Baroness Barran"} } , "answeringMemberPrinted" : {"_value" : "Baroness Barran"} , "dateOfAnswer" : {"_value" : "2023-12-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-12-20T13:03:10.447Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2023-12-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Apprentices: Taxation"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government (1) how many, and (2) what percentage, of levy paying employers have spent all funds in their apprenticeship levy account, for each of the past five financial years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4724", "label" : {"_value" : "Biography information for Baroness Blower"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Blower"} ], "uin" : "HL911"} , {"_about" : "http://data.parliament.uk/resources/1470024", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1470024/answer", "answerText" : {"_value" : "

We remain deeply troubled about the severity and scale of violations and abuses of freedom of religion and belief in many parts of the world, including Syria. We understand that Christians in Syria are subject to daily insecurities, including arbitrary arrest, forced disappearance and conscription. Our assessment is that, like all Syrians and religious or belief groups, Christians also face threats from militias and warlords who act with impunity, and they face acute economic hardships and lack of services. Following a successful Spending Review, the Young Audiences Content Fund will continue into its third year and receive up to £10.7m for year 3 of the pilot scheme, totalling up to £44.2m for the three years.

As set out in the Contestable Fund scoping paper published in 2018, monitoring and evaluation of the Fund would inform the annual budget allocation over the course of the pilot. The 2021/22 funding awarded demonstrates a commitment to the value of children’s television programming in an exceptionally challenging fiscal climate, where some tough decisions have had to be made. DCMS has engaged continuously with the BFI, who administers the Fund, throughout the funding determination.

Although assessment of the funds is ongoing, the Year One review sets out a number of successes for the fund. As planned, a detailed evaluation of the scheme, against the criteria set out at launch, will take place this year before a decision is made on whether to close, continue or expand the Contestable Fund.

The assessment period and payment structure of Universal Credit creates a fixed period between date of entitlement and the first payment.

The policy intention is that claimants receive the first payment 5 weeks after their date of entitlement (6 weeks if waiting days are served). The assessment period runs for a full calendar month from the date of entitlement, and the UC pay date will be 7 calendar days after the end of the assessment period. This mirrors the world of work and allows for a 1 month period in which to gather information about a claimants’ earnings. Advances and budgeting support are available to support claimants during this period. Advances can provide up to 50% of a claimants indicative award straight away.

The latest internal data, for week ending 19 June, suggests some 80% of cases were paid in full at the end of the first assessment period. For the 20% of cases who were not paid in full we estimate around a third have not signed up to their claimant commitment so cannot be paid until they have. The other two thirds have an outstanding verification issue, such as providing bank statements, evidence of childcare costs, or proof of rent. Many of these claimants receive a part-payment where elements of the claim have been verified.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3349", "label" : {"_value" : "Biography information for Baroness Buscombe"} } , "answeringMemberPrinted" : {"_value" : "Baroness Buscombe"} , "dateOfAnswer" : {"_value" : "2017-07-25", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL910"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-25T10:29:56Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2017-07-17", "_datatype" : "dateTime"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government how many claimants of universal credit have had to wait for more than six weeks for the first payment of universal credit; and what is the average waiting time.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4234", "label" : {"_value" : "Biography information for Baroness Lister of Burtersett"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Lister of Burtersett"} ], "uin" : "HL911"} , {"_about" : "http://data.parliament.uk/resources/530749", "AnsweringBody" : [{"_value" : "Department for Energy and Climate Change"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/530749/answer", "answerText" : {"_value" : "

Between 27 April 2012 and 31 May 2014 the ACPO Criminal Records Office received 24 notifications concerning convictions for the rape of a minor; 15 concerning sexual exploitation of children; 39 concerning sexual assault of a minor and 40 relating to child pornography. These statistics are only for notifications from the 19 EU countries with which the UK exchanges criminal records electronically.

Between 1 January 2010 and 26 April 2012 the ACPO Criminal Records received 56 notifications concerning convictions for sexual offences against children and 23 notifications concerning child pornography. These figures are for notifications from all EU Member States.

Between 1 June 2012 and 31 May 2014 the ACPO Criminal Records Office received 34 notifications concerning convictions for sexual offences against children and 8 concerning child pornography. These notifications are from countries outside the European Union. Information in this form was not available prior to 1 June 2012.

Separate records from the Foreign and Commonwealth Office (FCO) show that there were 51 new cases of child sex offences in 2013 and, so far this year, 31 new cases of child pornography. These will involve people seeking consular assistance from the FCO and so will include individuals in custody, not just those who have been convicted. There may also be some overlap between the FCO statistics and those from the ACPO Criminal Records Office.

Information is not held centrally on the number of these people who were working or volunteering in children’s homes and schools, whether inside or outside the United Kingdom.
