The statutory responsibility for transport to education and training for those aged 16 to 19 rests with local authorities. This enables them to make decisions that best match local needs and circumstances. Local authorities must publish a policy statement each year setting out the support available. They are expected to make reasonable decisions based on the needs of their population, the local transport infrastructure and the resources they have available. This does not, however, have to include free or subsidised transport.<\/p>

The options available to young people to participate, and meet Raising the Participation Age legislation, mean that young people travel to diverse and widespread locations. It would not be financially feasible for local authorities to fund every young person\u2019s post-16 transport, particularly where the young people are receiving pay through, for example, an apprenticeship. Parents and students have a right to appeal if they are unhappy with the arrangements the local authority have put in place.<\/p>

We do recognise that the cost of transport can be an issue for some young people, and the 16 to 19 Bursary Fund is allocated directly to 16-19 providers to support young people who may need additional support with costs such as transport.<\/p>

Beginning in the 2020/21 academic year, we have recently changed the way we allocate funding for discretionary bursaries to providers of 16-19 education, following a consultation. As a result, institutions whose students will tend to face higher travel costs, who travel further or live in rural areas, will receive more funding to provide support to students who need it. This ensures a better match between bursary allocations and the needs of students.<\/p>

In August 2019, the 16 and 17-year-old railcard was made available nationally offering half price rail fares for those in further education and apprenticeships.<\/p>

Significant progress has been made in recent years to improve diversity in the honours system. For example, we now consistently see around half of awards overall going to women, and in the New Year 2020 Honours List, 44% of senior honours went to women. Privately managed prisons (PMPs) are required to comply with Prison Service Instruction 2/2012 (Prisoner Complaints). This policy requires each establishment to have in place an accessible complaints system that is an effective outlet for dealing with complaints and concerns fairly and humanely. PMPs are also required to comply with PSI 15/2015 (Adult Social Care) in relation to complaints about healthcare provision.<\/p>

The complaints process in each of the PMPs is advertised and widely used by prisoners. If a prisoner remains unsatisfied with the response within the prison to concerns raised through local procedures, they can also raise a complaint with the Prison and Probation Ombudsman.<\/p>

In November 2015, the Secretary of State announced a national ambition to halve the rates of stillbirths, neonatal and maternal deaths and brain injuries occurring during or soon after birth by 2030. This ambition applies to both single and multiple pregnancies.<\/p>

The Climate Change Risk Assessment, published in 2012, identified the impact on investment funds from climate change. It found that impacts would be indirect but could be substantial and that it would be difficult to establish a link between impacts and financial performance. The assessment identified the increasing exposure of insurers due to flood risk.<\/p>
