Between 1 January 1995 and 31 December 2022, 44 UK Regular Armed Forces personnel were medically discharged with HIV cited as the principal or contributory cause. Both principal and contributory causes have been included as it is possible for personnel to be medically discharged for multiple medical reasons.

Medical discharges for personnel leaving the Services between 1982 and 1995 are held in individual's service records and are not centrally compiled by the Ministry of Defence.

The Government keeps its approach on visas and biometrics under review, informed by the latest security advice.

We are aware of cases where individuals who could pose a national security threat have attempted to enter the UK during crisis situations and checks which are part of the visa process have enabled us to identify these individuals as potential threats. Similarly checks undertaken as part of the visa application process can help safeguard vulnerable applicants such as those aged under 18.

The Government deplores all racially motivated attacks. A strong legal framework is in place to tackle hate crime including criminal offences of incitement to racial hatred and racially or religiously aggravated assault and criminal damage. This Government published a new hate crime action plan in July 2016. The Government supports a range of programmes including Tell MAMA, True Vision and Stop Hate UK that focus on encouraging victims including ethnic minority women, asylum seekers and refugees to report hate crime and signposting them to services that provide support for victims.

The British Government is fully committed to the implementation of UN Security Council Resolution (UNSCR) 1325 in its entirety. The prevention of sexual violence in conflict is an important part of this. We will continue our work on this issue as part of a comprehensive programme of work. At last year’s High Level Review of UNSCR 1325, the Government announced a package of eight ambitious new commitments, which included increasing women’s meaningful participation in peace processes and wider peacebuilding efforts and ensuring that women’s rights are fully taken into account in our overseas counter-extremism work, in humanitarian emergencies, in our early warning and conflict analysis and in our military doctrine.

There is still much that the international community needs to do to deliver the commitments enshrined in UNSCR 1325. Despite clear evidence of the links between women’s participation and the success and sustainability of a peace process, all too often women remain excluded. Women and girls continue to suffer disproportionate levels of violence in conflict situations. The international community must do more to address the full range of human rights abuses that women experience in conflict. The Government will continue to prioritise this work as part of our diplomatic, development and defence work.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3474", "label" : {"_value" : "Biography information for Baroness Anelay of St Johns"} } , "answeringMemberPrinted" : {"_value" : "Baroness Anelay of St Johns"} , "dateOfAnswer" : {"_value" : "2016-03-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-10T15:39:00.593Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2016-02-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Gender: Equality"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what is their assessment of the current implementation of UN Security Council Resolution 1325 and of criticism by the Institute of Global and International Studies, and others, that there has been too much focus on addressing sexual violence rather than on gender equality and women's empowerment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3895", "label" : {"_value" : "Biography information for Baroness Kinnock of Holyhead"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Kinnock of Holyhead"} ], "uin" : "HL6561"} , {"_about" : "http://data.parliament.uk/resources/46683", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/46683/answer", "answerText" : {"_value" : "

Two programmes directly address violence: £3M towards a joint programme with Australia to improve the implementation of laws designed to protect women and girls affected by violence; and £19.9M DFID support to the Tawanmandi programme with grants to Civil Society Organisations, where at least £2M of grants from 2014 will go to organisations primarily focused on the elimination of violence against women and girls.

Violence is also indirectly addressed through a long term approach of promoting women's rights, empowerment and education. DFID has a wide range of programmes supporting this agenda, e.g. £4.5M nation-wide support to women's political participation and the £47M Girls Education Challenge fund improving access to education for 250,000 marginalised girls.
