In 2021, Defra ran a call for evidence to gather data on the potential impacts of different types of labelling reform for animal welfare, including considerations around imports, production systems and method of slaughter. The Government has no plans to bring into force the uncommenced provisions of the Political Parties and Elections Act 2009 regarding donations from non-resident donors.<\/p>

As set out in a related answer to a question from Jon Trickett MP (268970<\/a>) (attached), it is the view of the Government that this provision is not workable given that an individual\u2019s tax status is subject to confidentiality between them and HMRC.<\/p>

Further, taxation is not connected to enfranchisement in the UK and if a British citizen is able to vote in an election for a political party, they should also be able to donate to that political party, subject to the requirements for transparency on donations.<\/p>

We recognise the crucial role that day services and respite care play to provide care, support and respite for carers.<\/p>

Decisions on the running and re-opening of day services are made on a local basis.<\/p>

We are working with the Social Care Institute of Excellence, local government and other key sector partners, to publish guidance soon which will support local authorities and providers to restart day services. In addition, Public Health England is developing guidance on the use of personal protective equipment in community settings, which will be applicable to day services.<\/p>

Local authorities and service providers should have maintained contact with carers and service users throughout the lockdown. There are currently 14 official veterinarians from the United Kingdom and 311 official veterinarians from European Union countries carrying out official controls across 303 approved slaughterhouses.<\/p>

Official veterinarians play a vital role in safeguarding UK public health, maintaining animal health and welfare and enabling trade. To deliver official hygiene and animal welfare controls in slaughterhouses, the Food Standards Agency (FSA) relies on EU nationals who work as official veterinarians and contract meat inspectors. If, post exit, it is no longer possible to recruit new vets from other EU member states, veterinary resource will need to be sourced from elsewhere to fulfil this role. NHS England is aware of Rural proofing: practical guidance to assess impacts of policies on rural areas<\/em>, published by the Department for Environment, Food and Rural Affairs in March 2017.<\/p>

<\/p>

All Sustainability and Transformation Plans (STPs) build on the Five Year Forward View to present an overall strategy for their geographic footprint and identify the three to five key priorities required to realise their vision. This should take account of specific challenges facing each area, which could include a dispersed, rural population.<\/p>

<\/p>

STPs have been in the public domain for several months. Partner organisations within each area are engaging both rural and urban communities on their plans and, where required by law, consulting on service change.<\/p>

<\/p>

NHS England and NHS Improvement continue to provide ongoing support to each STP area. In September 2016, they published Engaging Local People: A guide for local areas developing Sustainability and Transformation Plans<\/em>, which set out how STP areas should reach out to stakeholders in their areas. A copy of the guidance is attached.<\/p>

<\/p>

The NHS is exploring ways to better adapt health provision for rural areas. For example, the vanguard covering Morecambe Bay Health Community is improving healthcare in a geographically isolated area by using a high definition telemedicine link between a general practitioner (GP) surgery in Millom and the accident and emergency (A&E) department in Barrow-in-Furness. This means when GPs can seek a second opinion as to whether a patient needs intensive treatment or can be treated in the community \u2013 they can call through and have an A&E specialist examine the patient. This means that over the 1,000 square miles that Morecambe Bay covers, patients can have access to expert opinion without having to travel further than their nearest GP.<\/p>

On 31 March, Next steps on the NHS Five Year Forward View<\/em> was published by NHS England. The document outlined a 10-point care and efficiency plan which will further contribute to improving the health outcomes of those living in rural areas. Community pharmacy is a vital part of the National Health Service and can play an even greater role. In the Spending Review, the Government re-affirmed the need for the NHS to deliver £22 billion in efficiency savings by 2020-21 as set out in the NHS\u2019s own plan, the Five Year Forward View. Community pharmacy is a core part of NHS primary care and has an important contribution to make as the NHS rises to these challenges. The Government believes efficiencies can be made without compromising the quality of services or public access to them. Our aim is to ensure that those community pharmacies upon which people depend continue to thrive and so we are consulting on the introduction of a Pharmacy Access Scheme, which will provide more NHS funds to certain pharmacies compared to others, considering factors such as location and the health needs of the local population.<\/p>

<\/p>

The Government\u2019s vision is for a more efficient, modern system that will free up pharmacists to spend more time delivering clinical and public health services to the benefit of patients and the public.<\/p>

We are consulting the Pharmaceutical Services Negotiating Committee, other pharmacy bodies and patient and public representatives on our proposals. An impact assessment will be completed to inform final decisions and published in due course.<\/p>

NHS England has a statutory duty to ensure the adequate provision of NHS pharmaceutical services across England and will ensure that duty continues to be met, including in respect of the London Borough of Tower Hamlets.<\/p>
