On 29 July, the Government announced that, as of 1 January 2025, all education services and vocational training provided by a private school in the UK for a charge will be subject to VAT at the standard rate of 20 per cent. This will also apply to boarding services provided by private schools.

The Government will confirm the introduction of these tax policy changes at the Budget on 30 October. Details of the Government’s assessment of the expected impacts of these policy changes will be published at the Budget in the usual way.

The Government does not expect fees to go up by 20 per cent as a result of this policy change, and the Government expects private schools to take steps to minimise fee increases.

Recognising the enormous sacrifices our military families make, the Ministry of Defence provide the Continuity of Education Allowance (CEA) to eligible Service Personnel. The Government will monitor closely the impact of these policy changes on affected military families, with any changes to this scheme considered at the upcoming Spending Review.

Government and industry have supported the installation of over 17,000 devices, providing over 24,000 publicly available chargepoints, of which over 2,400 are rapid chargepoints. We will invest £1 billion in completing a fast-charging network to ensure that everyone is within 30 miles of a rapid electric vehicle charging station. We will set out a vision by Spring 2020 for a core rapid charger network on England’s strategic road network. We will also consult on the earliest date we can phase out the sale of new conventional petrol and diesel cars, while minimising the impact on drivers and businesses. As detailed in our Manifesto last year, this Government’s first Budget will prioritise the environment, including electric vehicle infrastructure.

Our various grant schemes and the £400m Charging Infrastructure Investment Fund will see the installation of thousands more public chargepoints, with the first £70 million of investment adding 3,000 additional rapid chargepoints by 2024. On 21 January, we announced that Government has doubled the value of the On-street Residential Charging Scheme for 2020-2021 to £10 million to support the provision of up to 3,600 chargepoints for those that don’t have off-street parking.

We are confident that the grid will be able to cope with increased demand from electric vehicles. The electricity market is already set up to bring forward investment in generation capacity to meet demand. Ofgem, the independent energy regulator, ensures – through the RIIO regulatory framework – that there is sufficient investment in electricity networks to deliver our net zero target and enable the transition to electric vehicles. This is alongside numerous measures to ensure a smarter, more flexible energy system, to help increase the efficiency of the system to prepare for new sources of demand, including electric vehicles. For example, Government consulted last year on mandating that all chargepoints sold or installed in the UK have smart functionality. Smart charging during off-peak periods, when electricity demand is low, can help reduce electricity network constraints.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4580", "label" : {"_value" : "Biography information for Baroness Vere of Norbiton"} } , "answeringMemberPrinted" : {"_value" : "Baroness Vere of Norbiton"} , "dateOfAnswer" : {"_value" : "2020-02-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-02-04T14:08:57.753Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2020-01-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electric Vehicles"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what steps they are taking to ensure that the (1) number of charging points, and (2) supply of electricity, are sufficient to support any increase in the number of electric vehicles in the UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bourne of Aberystwyth"} ], "uin" : "HL599"} , {"_about" : "http://data.parliament.uk/resources/749914", "AnsweringBody" : [{"_value" : "The Senior Deputy Speaker"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/749914/answer", "answerText" : {"_value" : "

The maritime sector is vitally important to the UK economy and the Government is keen for talented individuals, trained to the highest standards, to continue to enter the industry. The Government produces and publishes National Statistics on the number of UK certificated seafarers and ratings currently estimated to be active at sea and on the number of sea cadets in training. The Department for Transport carefully monitors these statistics each year (or when updates are available).

It is evident that there is a decline in seafarer numbers and this was a key subject of discussion at a recent Maritime round table which included Ministers and representatives from industry and the Unions. To address this decline, the Support for Maritime Training programme (SMarT) budget was increased by 25% to £15m in September 2013. The SMarT budget supports the cost of training for both ratings and cadets.

The Government also has a number of other policies in place to address the decline including:

        • Maritime apprenticeships, where the maritime sector is playing a key role in helping shape the future of apprenticeships through a ratings trailblazer which was announced in March 2014.

          • The UK's tonnage tax regime has a mandatory training link where currently one trainee officer is trained each year for every 15 officer posts in a company or group's fleet. This training link will pilot an extension to allow three ratings to be trained in place of one trainee officer.
