The Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Improvement Plan, published on 2 March 2023, sets out a plan to establish a new national SEND and AP system with the mission to fulfil children’s potential, build parents’ trust, and provide financial sustainability.

The department’s vision is to create a more inclusive society that celebrates and enables success in all forms, with the cultures, attitudes, and environments to offer every child and young person the support that they need to participate fully, thrive, and fulfil their potential.

The Improvement Plan sets out the department’s reforms to ensure the process for identifying needs and accessing support is early, dignified, affirmative, and focuses on a child or young person’s achievements, talents, and strengths.

The secrecy of the vote is protected for all voters, including those who are blind and partially sighted, by section 66 of the Representation of the People Act 1983. This is being extended in the Elections Bill to cover voters using postal votes - and so will add to the secrecy provisions for the many disabled electors who choose to vote by post.

Other changes in the Elections Bill are specifically aimed at improving the equipment and support available to disabled voters when casting their vote in the polling station. The RNIB’s proposed approach would require Returning Officers to provide a specific piece of equipment in every polling station - one that is strictly defined in legislation, so cannot be adjusted, modified or updated without further legislation. The Government’s view is that a one-size-fits-all approach is not right for all disabled voters, which is why the Bill broadens the provision so that Returning Officers are required to consider the needs of all disabled voters when providing equipment for polling stations. Rather than a blanket provision, we want disabled voters to get the support that is right for them.

The new requirement will be supported by Electoral Commission guidance produced in partnership with the Government’s expert Accessibility of Elections Working Group, of which the RNIB is a much valued member.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4877", "label" : {"_value" : "Biography information for Lord Greenhalgh"} } , "answeringMemberPrinted" : {"_value" : "Lord Greenhalgh"} , "dateOfAnswer" : {"_value" : "2022-02-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-17T11:20:11.463Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "211"} , "answeringDeptShortName" : {"_value" : "Levelling Up, Housing and Communities"} , "answeringDeptSortName" : {"_value" : "Levelling Up, Housing and Communities"} , "date" : {"_value" : "2022-02-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electoral Register: Visual Impairment"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the Royal National Institute of Blind People’s conclusion that the Elections Bill will make it more difficult for blind and partially sighted people to cast their votes independently and in secret.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/248", "label" : {"_value" : "Biography information for Lord Jones of Cheltenham"} } , "tablingMemberPrinted" : [{"_value" : "Lord Jones of Cheltenham"} ], "uin" : "HL5980"} , {"_about" : "http://data.parliament.uk/resources/1216552", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1216552/answer", "answerText" : {"_value" : "

Approximately 400 UK-linked individuals of security concern have returned from the conflict in Syria. While it would not be appropriate to provide a breakdown of the investigation status of returners, a significant proportion of the individuals who have already returned have been assessed as posing little or no national security concern.

The Home Office Statistical Bulletin publishes data about convictions quarterly but does not distinguish those which relate to Syria and Daesh. People who are investigated and charged with offences relating to the conflict in Syria and Iraq are prosecuted in accordance with the Code for Crown Prosecutors.

Although official figures do not show how many were Syria or Daesh related, of the 97 persons charged with a terrorism-related offence in the year ending September 2017, 30 had been prosecuted (as at the time of data provision to the Home Office, 6 November 2017), 30 of which were found guilty. The Control of Substances Hazardous to Health Regulations 2002 require businesses offering beauty treatments to ensure that any risks to their client’s health from exposure to hazardous substances including micro-organisms, are prevented or effectively controlled. The duty extends to preventing or controlling client’s exposure to the risk of contracting fungal infections. The regulations do not prescribe what specific control measures are necessary. Where sterilisation is required, autoclaves are the most effective and efficient means to do so, and should be used especially for packaged items and items which have hollow parts or cavities. However alternative methods such as steam sterilisers and disinfectants can be used for simple items such as tweezers.
