The National Expert Working Group is one of the sources of clinical opinion to develop clinical policies. During this period the RAPID C-19 cross-agency group was also set up to review COVID-19 therapies in response to the pandemic. They would consider evidence and analysis from a number of sources, including the Prophylaxis Oversight Group and the UK Health Security Agency. In addition, the Therapeutics Clinical Review Panel considered evidence for COVID-19 risk to help prioritise cohorts for prophylaxis. This informed thinking within the Department and was subsequently shared with the National Institute for Health and Care Excellence. The Government recognises many households will need support to help deal with the rising cost of energy prices. Therefore, we are providing support worth £9.1bn in 2022-23 composed of:<\/p>
<\/p>
There is also our £500m Household Support Fund which will help vulnerable households, including pensioners, with the costs of essentials this winter \u2013 local authorities will ensure it reaches those who need it most, and 50% of the funding is ringfenced for households with children.<\/p>
<\/p>
This is on top of wider support available for vulnerable households, elderly and low-income people this winter. These schemes include the Warm Home Discount, which is being expanded to 3m people and increased to £150, up to £300 Winter Fuel Payment for all households with at least one member above State Pension age and a £25 per week Cold Weather Payment. These measures will help ensure those most vulnerable are better able to heat their homes over the winter.<\/p>
<\/p>
In addition to these measures, we\u2019re also providing £3bn over this Parliament to help more than half a million lower income homes become more energy efficient, saving them £290 per year on average.<\/p>
<\/p>

Local government invests billions of pounds every year to advance local priorities including economic recovery, housing, infrastructure and regeneration. The Government supports this local investment, in part by offering low cost loans to local authorities through the Public Works Loan Board (PWLB).<\/p>
<\/p>
Local government borrowing has grown substantially in recent years, led by a minority of local authorities borrowing from the PWLB to buy investment assets primarily for yield. The Government is clear that this is not an appropriate use of PWLB loans.<\/p>
<\/p>
The Government is therefore consulting on a limited intervention to stop this activity, while preserving the ongoing availability of PWLB loans to support economic recovery and other core local priorities such as housing, infrastructure and regeneration. A Framework for Sexual Health Improvement in England<\/em> outlines our ambitions to reduce human immunodeficiency virus (HIV) transmission. Specifically the Government is committed to reducing risky behaviour through the promotion of condoms, needle exchange schemes as well as the prevention of HIV acquisition through the possible use of treatments, (such as pre-exposure prophylaxis) and improving early diagnosis through increasing HIV testing and treatment of HIV among persons diagnosed with the virus. There are currently no plans to update the Framework. A copy of the Framework is attached.<\/p> The United Kingdom is committed to meeting the United Nations targets by 2020 for stopping new HIV infections, ensuring that everyone living with HIV has access to HIV treatment, protecting and promoting human rights and producing data for decision makers.<\/p> England is close to achieving these targets. In 2016, 88% of the 89,360 estimated number of people living with HIV had been diagnosed. Of those diagnosed, 96% were receiving HIV treatment and of those receiving treatment, 97% had a suppressed viral load, fulfilling the second two metrics of the 90:90:90 targets. Overall in England, 82% of people living with HIV are estimated to have a suppressed viral load, surpassing the overall aim of the UNAIDS target (73%). The Public Health England report Towards elimination of HIV transmission, AIDS and HIV related deaths in the UK <\/em>outlines progress achieved towards these targets. It will address concerns about the harm caused when there is unauthorised development of land in advance of obtaining planning permission and there is no opportunity to appropriately limit or mitigate the harm that has already taken place. For these reasons, the Secretary of State for Communities and Local Government will introduce a new planning and recovery policy for the Green Belt early in the new Parliament to strength protection against unauthorised development. This new policy will apply to all development within the Green Belt. In the meantime he has also decided to de-recover those cases of appeals for Traveller development in the Green Belt on which a substantive decision has not been reached. These will be remitted back to the Planning Inspectorate and, where appropriate, we will re-assess them in light of the new recovery policy.<\/p>"}
