The National Security Unit for Procurement, based in the Cabinet Office, will investigate suppliers who may pose a risk to national security and assess whether companies should be barred from public procurements. The Unit was announced as part of stepped up measures to protect national security in government contracts and will be operational in time for commencement of the Procurement Act in autumn 2024, when debarment and exclusion powers come into effect.<\/p>

The Cabinet Office will also lead on the new National Procurement Policy Statement (NPPS). Detained individuals are advised of their right to legal representation, and how they can obtain such representation, within 24 hours of their arrival at an Immigration Removal Centre (IRC).<\/p>

The Legal Aid Agency (LAA) operates free legal advice surgeries in IRCs in England. Individuals who are detained are entitled to receive up to 30 minutes of advice regardless of financial eligibility or the merits of their case. There is no restriction on the number of surgeries an individual may attend. If an individual who is detained requires substantive advice on a matter which is in scope of legal aid, full legal advice can be provided if the statutory legal aid means and merits criteria are met.<\/p>

Legal visits can take place from both legal providers attending under the Legal Aid Detained Duty Advice Scheme and other legal providers visiting their clients who are in detention. In line with Government advice on social distancing, during the pandemic, face to face legal visits were facilitated in exceptional circumstances, and only if other means of contact (Skype, telephone, email) were not feasible or appropriate. In light of changes to Government guidance, face to face legal visits can now be facilitated. Safe systems of work are in place to ensure the safety of detained individuals, onsite staff and visitors during these visits.<\/p>

The Government is committed to tackling fraud and ensuring that victims of Authorised Push Payment (APP) scams are protected.<\/p>

The Government recognises the work industry has undertaken to date, including the introduction of a voluntary reimbursement Code, which has demonstrably had a beneficial impact. However, the Code, whilst improving matters, comes with limitations, including disparity in how different payment service providers are interpreting their obligations under it, as well is its lack of comprehensive cover across providers.<\/p>

The Government therefore welcomed the publication of the Payment Systems Regulator\u2019s (PSR) call for views on APP scams in February 2021, which set out various potential measures for reducing APP scams and improving customer outcomes, including new requirements on payment service providers to reimburse APP scam victims and publishing APP scam data. The Government is of the view that the introduction of Faster Payments Service rules setting reimbursement requirements on all scheme participants is the best possible solution to the issue of APP scams; this will ensure the rules underpinning Faster Payments are fit for purpose.<\/p>

The government is committed to ensuring that all teachers are trained to tackle serious behaviour issues as well as low-level classroom disruption. We have not undertaken a formal assessment of any correlation between classroom behaviour and classroom seating arrangements; however Sir Andrew Carter\u2019s recent review of initial teacher training (ITT) content identified that some training courses are insufficiently robust in terms of training teachers to manage poor pupil behaviour. That is why we have invited Tom Bennett, a renowned behaviour expert, to lead an expert group to develop core content on behaviour management for ITT. His group will consider how best to promote their recommendations to ITT providers.<\/p>

All qualified teachers are required to meet the Teachers\u2019 Standards, which include specific requirements for developing and demonstrating effective behaviour management skills. The Government published the summary of responses to the consultations on its proposed drugs and limits to be specified in regulations on 27 March 2014, which is available in the libraries of the House and at:<\/p>

The Government's proposals on the limits for those drugs most associated with medical use were based upon scientific and medical advice and were supported in the public consultation. There are therefore no plans to review the limits and Parliament will shortly have the opportunity to debate the regulations.<\/p>

The summary sets out the issues raised in the consultation and the action Government proposes to take including the education of healthcare professionals. Guidance to healthcare professionals was published on 3rd<\/sup> July 2014 after consulting with the medical colleges and is available at:<\/p>
