The Government is working with Ofgem, network companies and others to improve connection processes, embed best practice and release network capacity. This will help ensure timely connections to the network, including for technology companies. In addition, Ofgem's price control funds investment in the network for new connections. As part of the 2023-28 electricity distribution network price control, Ofgem will allow £3.1bn for network upgrades. The Government is committed to tackling homelessness in all its forms. The Homelessness Reduction Act is helping more people get help sooner to prevent homelessness, and since it came into force nearly 450,000 households have had their homelessness successfully prevented or relieved through securing accommodation for more than 6 months. In 2021-22 Local Authorities received £375 million through the Homelessness Prevention Grant - a £112 million increase on the previous year - which can be used to offer financial support for people to find a new home, to work with landlords to prevent evictions, or to provide temporary accommodation to ensure families have a roof over their head. This includes a one-off £65 million to help support vulnerable renters with Covid-19 related rent arrears to avoid eviction or find a new home in order to prevent homelessness. The Government agrees that the first few years of a child\u2019s life are fundamentally important. Evidence tells us that they shape children\u2019s future development and influence how well children do at school. They also affect their on-going health and wellbeing and their achievements later in life.<\/p>

<\/p>

In 2013 we introduced the early years initial teacher training programme which leads to the award of Early Years Teacher Status. We have made a significant investment in this programme, funding is available for training course fees, with additional funding for nursery employers to help them support graduates in their setting to become early years teachers. To encourage the best graduates into the early years workforce we provide bursaries to eligible trainees.<\/p>

<\/p>

On 3 March the Department for Education published an early years workforce strategy which seeks to remove the barriers to attracting, retaining and developing staff. For graduates we have begun the process to amend regulations so that early years teachers can lead teaching in nursery and reception classes in maintained schools. Over the longer term, we are going to consider how plans to strengthen QTS could offer positive opportunities for early years teachers. We also want to make sure that all settings serving disadvantaged children can access specialist graduates, so we are commissioning a feasibility study to explore how best to achieve this.<\/p>

It is for the operators of the relevant franchises to take steps to improve customer satisfaction and deliver the requirements set out in their respective Franchise Agreements.<\/p>

<\/p>

Gatwick Express and Southern are operated as part of the Thameslink Southern and Great Northern franchise operated by Govia Thameslink Railway (GTR). The Franchise Agreement includes a Passenger Experience Metric which was developed for this franchise to measure, reward and incentivise good levels of customer satisfaction. GTR failed to meet its benchmark for cancellations set out in its Franchise Agreement. In order to address the poor performance, the Department issued GTR with a Remedial Plan Notice that requires them to set out the measures they will take to improve their performance. GTR submitted its Remedial Plan and discussions are on-going to ensure the plan is robust. Once the measures are agreed they will become contractually binding through a Remedial Agreement.<\/p>

<\/p>

This year GTR will introduce new trains on the Gatwick Express service, replacing the current 25-year-old trains with a fleet better suited to the needs of airport passengers.<\/p>

<\/p>

The Southeastern franchise includes a financial penalty regime if the operator does not achieve the National Rail Passenger Survey (NRPS) benchmarks for stations, train services and customer service. We will review performance against these benchmarks in March 2016, and any penalties incurred must be re-invested into raising passenger satisfaction, with plans agreed by the Department.<\/p>

<\/p>

The Department has no plans to take over either of these franchises.<\/p>
