On 20 November, the UK released a statement with our Troika (US and Norway) partners to urge all those in a position to influence the communities involved to take all appropriate steps to prevent further escalation and push for an end to the violence. The UK have also echoed the UN Secretary-General's encouragement for the African Union to intensify its mediation efforts to help reach a political solution for Abyei. We continue to urge both the Governments of South Sudan and the de facto authorities in Sudan to regularise meetings of the Abyei Joint Oversight Committee and agree joint security mechanisms to improve stability in Abyei until its final status can be agreed. We are in regular contact with partners operating in Abyei, and are engaging with the UN system, including supporting the mandate renewal of the United Nations Interim Security Forces in Abyei (UNSIFA) in early November. We have expressed alarm in the UN Security Council about the ongoing positioning of the South Sudanese People's Defence Forces in southern Abyei and have called upon the Government of South Sudan to immediately withdraw its troops in line with its commitments under the 2011 Status of Forces Agreement.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1547", "label" : {"_value" : "Biography information for Lord Benyon"} } , "answeringMemberPrinted" : {"_value" : "Lord Benyon"} , "dateOfAnswer" : {"_value" : "2023-12-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-12-06T15:08:17.077Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2023-11-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sudan: Armed Conflict"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what is their assessment of steps to be taken with international partners to stabilise the conflict in Abyei, Sudan, through (1) civil society, and (2) the United Nations.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2109", "label" : {"_value" : "Biography information for The Earl of Sandwich"} } , "tablingMemberPrinted" : [{"_value" : "The Earl of Sandwich"} ], "uin" : "HL569"} , {"_about" : "http://data.parliament.uk/resources/1466549", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1466549/answer", "answerText" : {"_value" : "

The Sovereign Base Areas Administration (SBAA) has a zero tolerance policy towards the trapping and killing of wild birds and continues to make significant efforts to prevent the trapping in the Eastern Sovereign Base Areas of Cyprus, using increased enforcement and denial of trapping opportunities.

The Sovereign Base Areas (SBA) Police continue to use a detect, deter and disrupt strategy against the trappers. This includes seeking improved evidence collection, using enhanced surveillance equipment, resulting in greater fixed penalty notices and/or court sentences. The programme of seizing bird trapping paraphernalia continues, as does extensive patrolling by the SBA Police during the migratory seasons.

The Royal Society for the Protection of Birds (RSPB) and BirdLife Cyprus have recognised the SBAA’s continued efforts highlighting an estimated 94% reduction in mist netting activity in 2020 compared to the baseline year of 2002.

Tackling emergency healthcare needs in Yemen is absolutely critical. According to the United Nations, more than 14 million people lack access to basic healthcare in Yemen in 2016 and 2.1 million women and children are malnourished, of which an estimated 320,000 are severely malnourished children. We are currently focussed on helping to meet those needs and have no plans for a resolution at this stage. Since January 2015, UK assistance has helped provide healthcare to more than 120,000 Yemenis and improved sanitation for over 650,000 people.

In Syria, it is unacceptable that parties to the conflict continue to carry out flagrant human rights violations, indiscriminate attacks against densely populated areas and targeting of civilian infrastructure. We are particularly concerned by continued attacks against health facilities and personnel, with only 40 percent of public hospitals reported as functioning.

The UK has consistently supported the need for accurate reporting and accountability for the atrocities that have been committed in Syria. The UN Secretary General and UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Stephen O’Brien, already provides monthly reports to the UN Security Council on violations of human rights and international humanitarian law inside Syria. There are a number of Scientific Advisory Committees that provide advice to Government on chemicals, toxicology and endocrinology. They are listed as follows.

The Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment provides advice to the Food Standards Agency, the Department of Health, Public Health England, and other Government departments and agencies on matters concerning the toxicity of chemicals. The costs of meetings are met by the Food Standards Agency, which comes to a total cost of around £35,000 per annum.

The Committee on Carcinogenicity is an expert scientific committee of the Department that provides expert advice on matters concerning the potential carcinogenicity of chemicals, ranging from natural products to new synthetic chemicals used in pesticides or pharmaceuticals. The costs of its meetings are met by Public Health England including travel costs for members and fees, at a total cost of around £10,000 per annum.

The Committee on Mutagenicity is an independent advisory committee that provides advice to Government departments and agencies on matters concerning the potential mutagenicity of chemicals, ranging from natural products to new synthetic chemicals used in pesticides or pharmaceuticals. The costs of its meetings are met by Public Health England including travel costs for members and fees, at a total cost of around £10,000 per annum.

The Committee on the Medical Effects of Air Pollutants (COMEAP) is an expert scientific committee of the Department that provides expert advice on the effects on health of both outdoor and indoor air pollutants on the basis of currently available data. The costs of its meetings are met by Public Health England, including travel costs and fees for members, at a total cost of around £14,000 per annum.

The Hazardous Substances Advisory Committee is an expert scientific committee of the Department for Environment, Food and Rural Affairs (DEFRA) that provides expert advice on how to protect the environment, and human health via the environment, from potentially hazardous substances. The costs of its meetings are met by DEFRA at a total cost of around £30,000 per annum.

The Advisory Committee on Toxic Substances advises the Health and Safety (HSE) Executive Board on matters relating to the prevention, control and management of hazards and risks to the health and safety of persons arising from the supply or use of toxic substances at work, with due regard to any related risks to consumers, the public and the environment. Funding for the committee comes from HSE and four meetings in total in the last three years have cost £2,000.
