The 2017 Review of Automatic Enrolment (AE) sets out our ambition to remove the Lower Earnings Limit so that pension contributions are payable from the first pound of earnings and reduce the qualifying age for AE to 18. This will help young people and lower earners, including many women, to build financial resilience through generating more meaningful retirement savings.

We remain committed to the implementation of the 2017 Review ambitions in the mid-2020s.

We have always been clear that changes to the AE framework would be made in a way and at a time that is affordable, balancing the needs of savers, employers and taxpayers.

From March 2020 to the end of December 2021 a total of 81 people died while under probation supervision having tested positive for COVID-19 within 60 days of death or where it was confirmed post-mortem as a contributing factor. This data was published in the December edition of the HM Prison and Probation Service (HMPPS) COVID-19 statistics monthly series.

Data on the number of individuals who were recorded as having no stable accommodation at the time of death could only be obtained at disproportionate cost.

We recognise how important it is that everyone leaving prison should have somewhere to live, as accommodation enables offenders to hold down a job and reduces the likelihood of them re-offending. Our Prisons White Paper sets out our vision that no-one subject to probation supervision is released from prison homeless. By 2024-25 we will spend £200 million a year to reduce reoffending, including improving prison leavers’ access to accommodation.

To ensure offenders are not homeless upon release, HMPPS has developed a Community Accommodation Service (CAS) so that people leaving prison can access suitable accommodation. CAS brings Approved Premises (AP), Bail Accommodation and Support Service (BASS), and a new provision of transitional accommodation together under the auspices of one accommodation system.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4901", "label" : {"_value" : "Biography information for Lord Wolfson of Tredegar"} } , "answeringMemberPrinted" : {"_value" : "Lord Wolfson of Tredegar"} , "dateOfAnswer" : {"_value" : "2022-02-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-02T15:49:12.767Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2022-01-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Probation: Death"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government how many people have died while under probation supervision where COVID-19 was considered a factor in their death; and how many of these individuals were recorded as having no stable accommodation at the time of death.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/452", "label" : {"_value" : "Biography information for Lord Bradley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bradley"} ], "uin" : "HL5528"} , {"_about" : "http://data.parliament.uk/resources/1202666", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1202666/answer", "answerText" : {"_value" : "
The Department has been working to ensure we get support as quickly as possible to those individuals and households most financially affected by the coronavirus pandemic. It has been a longstanding principle of Universal Credit (UC) that an assessment of earnings, other income and capital is needed to establish eligibility to target support to those most in need. There may be several reasons why someone is not eligible to receive UC, will have received a nil award or withdrew their claim. Among other reasons, this includes:

Between 16 March and 3 May there were 1,875,000 declarations made to UC, all of which are processed. Of these:

The Department for International Development regularly tracks a range of nutrition and hunger assessments to assess the situation in Africa, including the Global Hunger index, and we are concerned by the situation in Chad, where over 3 million people are food insecure, and in Central African Republic, where over 2.5 million people are food insecure. Food insecurity has been significantly exacerbated by conflict in Central African Republic and around Lake Chad, which has caused the destruction of harvests, forced displacement, and the blockage of trade routes. This year DFID has spent £7m on humanitarian assistance in Chad, with a focus on preventing and treating malnutrition and supporting displaced people, and £18m on humanitarian assistance in the Central African Republic, with a focus on providing essential healthcare, livelihoods assistance and emergency support to the most vulnerable.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3790", "label" : {"_value" : "Biography information for Baroness Verma"} } , "answeringMemberPrinted" : {"_value" : "Baroness Verma"} , "dateOfAnswer" : {"_value" : "2016-02-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-02-08T12:05:15.67Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2016-01-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Central Africa: Armed Conflict"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what assessment they have made of the 2015 Global Hunger Index, in particular regarding the connection between conflict and hunger in the Central African Republic and Chad.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3895", "label" : {"_value" : "Biography information for Baroness Kinnock of Holyhead"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Kinnock of Holyhead"} ], "uin" : "HL5528"} , {"_about" : "http://data.parliament.uk/resources/225761", "AnsweringBody" : [{"_value" : "HM Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/225761/answer", "answerText" : {"_value" : "
