<\/p>
This includes proposals to strengthen the right to freedom of expression, reflecting the UK\u2019s history, traditions and values.<\/p>
<\/p>
Responses and views are sought on how Section 12 of the Human Rights Act could be amended. The Government is consulting on how we can ensure that the right to freedom of expression of the press and other publishers is properly balanced with other rights when the court is assessing applications for injunctions against publication by making clear that the right to freedom of expression is of the utmost importance and that the courts should only grant relief impinging on it where there are exceptional reasons; The Government is also looking at what further steps could be taken to provide greater protection for journalists\u2019 sources.<\/p>

<\/p>
The consultation process will close on 8 March 2022. We will assess the responses and evidence provided to inform detailed development of future policy and legislation.<\/p>"}

These questions are a matter for the Irish Government.<\/p>
However, it is my understanding that: the Irish Human Rights and Equality Commission, like the Northern Ireland Human Rights Commission, is a UN \u2018A status\u2019 accredited National Human Rights Institution, structured and operated in accordance with the Paris Principles; that the Republic of Ireland ratified the Council of Europe Framework Convention on National Minorities in 1999; that the Republic of Ireland gave further effect to provisions of the Convention for the Protection of Human Rights and Fundamental Freedoms in domestic legislation through the European Convention of Human Rights Act 2003, and that since 1998 a number of pieces of legislation have been introduced in the Republic of Ireland including the Employment Equality Acts 1998 and 2004.<\/p>
The UK Government remains committed to reforming our domestic human rights framework. We will consider further the Bill of Rights once we know the arrangements for our EU exit and consult fully on our proposals in the full knowledge of the new constitutional landscape that will create. The UK has a proud tradition of respect for human rights which long pre-dates the Human Rights Act 1998.<\/p>

The British Government expects all Commonwealth states to uphold the standards enshrined in the Commonwealth Charter; which makes clear that governments, political parties and civil society are responsible for upholding and promoting democratic culture and practices and are accountable to the public in this regard.<\/p>
In supporting greater adherence to Commonwealth political values and principles, the Commonwealth Secretariat, under its Strategic Plan (2014/15), has engaged with the Commonwealth Ministerial Action Group (CMAG) and the services of the Secretary General\u2019s Good Offices. The Secretariat has also carried out election management and promoted the values of respect and understanding. This resulted in CMAG\u2019s decision to restore Fiji to full Commonwealth membership and involved the deployment of election observation teams to 13 elections in 11 countries. All election missions reported credible results in accordance with Commonwealth norms.<\/p>"}
