Due to the ongoing conflict, Sudan continues to grapple with mass displacement, disease outbreaks and malnutrition. The health system has been overwhelmed by attacks on health facilities and the scarcity of medical supplies, equipment, health workers and operational funds. The World Health Organization (WHO) is supporting Sudan with cholera treatments (including antibiotics, oral rehydration solution, intravenous fluids and rapid diagnostic tests), in addition to providing direct support to cholera isolation centres. The UK is funding Water, Sanitation and Hygiene (WASH) and health activities in Sudan via the Sudan Humanitarian Fund, UNICEF, and the International Committee of the Red Cross (ICRC). With support from WHO and health partners, the Ministry of Health is coordinating efforts (in areas of the country that are still accessible) to scale up access to clean water and sanitation facilities, as well as ensuring affected and at-risk communities are aware of transmission risks and proper hygiene practices to reduce contamination risks and prevent further spread of the outbreak. We are supporting the Global Outbreak Alert and Response Network (WHO), and will deploy a Senior Epidemiologist to assist with coordination efforts to bolster the national response. NHS England and NHS Improvement collect information from COVID Medicine Delivery Units (CMDUs) on COVID-19 treatments prescribed and administered. This data includes the number of eligible non-hospitalised patients receiving an antiviral or neutralising monoclonal antibody treatment through a CMDU and the number of eligible hospitalised patients treated with an antiviral, neutralising monoclonal antibody, interleukin-6 inhibitor or JAK inhibitor. This information is published on weekly basis in an online only format and excludes treatments administered as part of clinical trials, such as the PANORAMIC or RECOVERY studies.<\/p>
In addition, a number of independent studies are analysing data on outcomes for treated and untreated patients. While NHS England and NHS Improvement continue to work with the research community to understand this observational data and understand the impact of treatments on outcomes, these studies are conducted independently of the NHS and therefore information on potential publication dates is not held.<\/p>

The National Institute for Health and Care Excellence\u2019s (NICE) guideline, Chronic pain (primary and secondary) in over 16s: assessment of all chronic pain and management of chronic primary pain<\/em>, published in April 2021, recommends a range of pharmacological and non-pharmacological treatment options for pain management. NICE found there was insufficient evidence on mindfulness to recommend it as an option for pain management within this guideline. However, it made recommendations for research on mindfulness to inform future guidance. A copy of NICE\u2019s guideline is attached.<\/p> The National Health Service is also taking a holistic approach to supporting people\u2019s health and wellbeing by expanding its social prescribing services. Furthermore, the Government issued statutory guidance supporting the implementation of the Care Act which specifies; \u201cRemuneration must be at least sufficient to comply with the NMW legislation for hourly pay or equivalent salary. This will include appropriate remuneration for any time spent travelling between appointments.\u201d<\/em><\/p> <\/p> The Government has more than doubled the NMW compliance and enforcement budget to £27.4 million for 2019/20, up from £13.2 million in 2015/16. HMRC utilise those resources to follow up on every worker complaint received and to undertake proactive investigations. Last year (2018/19), HMRC identified over £6 million in minimum wage arrears within the Human Health and Social Work sector, owed to over 27,000 workers. This includes, but is not limited to, arrears relating to travel time.<\/p> <\/p> Workers can call the ACAS helpline for free, confidential advice about their rights and entitlements. If they want to make a complaint through HMRC, they can do so in complete confidence, either via ACAS or using the online complaints form on GOV.UK. CQC is currently reviewing the framework and they are working with organisations such as the Twins and Multiple Births Association to determine how best to ensure their new framework takes account of the risks associated with multiple births. As part of the existing inspection framework CQC expects maternity services to have due regard to existing advice and guidance, such as NICE Quality Standard 46 which refers specifically to multiple births and risk assessments. Going forward the CQC will expect trusts to provide evidence of their compliance with these recommendations.<\/p> <\/p> <\/p> <\/p> NHS England has informed us that its new maternity commissioning guidance will explicitly refer to the need to demonstrate how providers are actively working to reduce the much higher risks of still birth, neonatal death and clinical negligence claims among multiple pregnancies and how it will achieve this.<\/p> <\/p> <\/p> <\/p> The Department together with the parent\u2019s support and campaigning organisation Stillbirth and Neonatal Death Charity (Sands) and a number of key organisations including NHS England, Public Health England, the Royal College of Midwives and the Royal College of Obstetricians and Gynaecologists are working on an on-going stillbirth prevention work programme. This work identifies key messages which can be used to raise awareness among both pregnant women and health professionals of the risk factors for stillbirths and the actions that can be taken to minimise these risks.<\/p> <\/p> <\/p> <\/p> The new maternity commissioning guidance will make reference to stillbirth prevention work and will focus on identifying the evidence based interventions which impact on reducing stillbirths and early neonatal death.<\/p> <\/p> <\/p> <\/p> NHS England has been working with many stakeholders on collating a package of interventions and best practice models to reduce stillbirths which will result in recommendations for clinical practice and are likely to be included in future commissioning specifications for maternity. ], "answer" : {"_about" : "http://data.parliament.uk/resources/62818/answer", "answerText" : {"_value" : " The Care Quality Commission (CQC) is the independent regulator of health and adult social care providers in England. Under the Health and Social Care Act 2008 (2008 Act) all providers of regulated activities have to register with the CQC and meet a set of requirements of safety and quality. As the CQC is a public authority it has a legal obligation in relation to protecting, respecting and fulfilling people's rights under the Human Rights Act 1998 (1998 Act).<\/p> If a provider fails to meet these requirements the CQC has a wide range of enforcement powers that it can use to protect patients and service users from the risk of poor care.<\/p> The CQC has advised that it has taken the following published enforcement action during the financial year 2013-14.<\/p> - The CQC undertook two urgent cancellations of providers' registration;<\/p> - The CQC undertook 53 cancellations of providers' registration;<\/p> - The CQC imposed a condition on a provider on 45 occasions;<\/p> - The CQC varied a provider's condition of registration on 13 occasions;<\/p> - The CQC undertook an urgent variation of a provider's conditions of registration on 13 occasions;<\/p> - The CQC imposed 1,269 warning notices on providers and 18,408 compliance actions on providers; and<\/p> - The CQC issued over 500 fixed penalty notices.<\/p> <\/p> The CQC monitors and inspects health and social care providers under regulations which stipulate that providers must deliver care and treatment to people with due regard to their age, sex, religion, sexual orientation, race, cultural and linguistic background and disability (Regulation 17).<\/p> <\/p> Where services do not meet standards for Regulation 17, the CQC sets compliance actions and monitors whether providers have taken action to meet the standard. If they have not, the CQC may take enforcement action. Between 1 October 2012 and 30 September 2013, the CQC found 48 services did not comply with Regulation 17, leading to enforcement action. To accompany the consultation, the CQC produced a draft document entitled, \u2018Equality and Human Rights Duties Impact Analysis (decision making and policies)', to give more detail about the impact of the proposed changes on equality and human rights and how they would promote equality and human rights for people who use health and social care services.<\/p> <\/p> The CQC also consulted on its approach to human rights as part of a broader consultation on changes to regulation of care services. The CQC explained its proposed strategy for delivering on its commitment to promote equality, diversity and human rights in its regulatory work; to provide detail about what the strategy will mean in practice; and to receive feedback from important stakeholders.<\/p> <\/p> The CQC held the consultation between 9 April 2014 and 4 June 2014. The CQC will continue to develop its new approach to ensure equality in different types of health and social care services.<\/p>"}
