The Environment Agency has developed a nomination process that integrates horizon scanning, environmental monitoring, and international collaboration. Nominations are received from internal and external stakeholders, collected from systematic reviews of published research, and watchlists developed by international environmental agency counterparts.<\/p>

Sentencing guidelines are issued by the Sentencing Council for England and Wales, which is independent of Parliament and Government. When sentencing, courts are required by law to follow any relevant guidelines, unless satisfied that it would be contrary to the interests of justice to do so.<\/p>

<\/p>

Reflecting the principles established by the Court of Appeal in R v Petherick<\/em>, the Council\u2019s Imposition of Community and Custodial Sentences<\/em> sentencing guideline is clear that, where an offender is on the cusp of custody, imprisonment should not be imposed where there would be an impact on dependants which would make a custodial sentence disproportionate to achieving the aims of sentencing. Even where the impact on dependants would not make a custodial sentence disproportionate, the Imposition <\/em>guideline makes clear that the court should determine the shortest custodial sentence commensurate with the seriousness of the offence and also requires sentencers to consider whether a sentence can be suspended. The factors for sentencers to consider which might indicate circumstances in favour of suspending a custodial sentence include \u2018realistic prospect of rehabilitation\u2019, \u2018strong personal mitigation\u2019 and \u2018where immediate custody will result in significant harmful impact upon others\u2019.<\/p>

<\/p>

Sentencing guidelines also specify that being a \u2018sole or primary carer for dependent relatives\u2019 is a mitigating factor, which can be taken into consideration by the courts when determining a sentence. In 2019, the Council issued an expanded explanation for this factor which clarifies that where custody is unavoidable, consideration of the impact on dependants may be relevant to the length of the sentence imposed and whether the sentence can be suspended. The North Korean government insist that there have been no cases of COVID-19 in the country. North Korea's border lockdown in response to the virus has prevented aid shipments from entering the country since January and restrictions on internal movement, including for UN agencies and NGOs, has severely impacted the distribution of aid and support. We assess that the country's humanitarian need is likely increasing as a result, especially in the countryside and other vulnerable communities. The UN estimates that just over ten million people are in urgent need of food assistance.<\/p>

The Department for International Development is providing multilateral funds to the UN and other international organisations providing humanitarian assistance in North Korea, including the Global Humanitarian Response Plan (GHRP) in response to COVID-19. As a country of concern in the GHRP, North Korea is receiving funds from this global appeal. The nature of the access to the EU single market that firms in countries outside the EU have when exporting to the EU depends on the nature of any trade agreements they might have with the EU. Provisions to reform the Social Mobility and Child Poverty Commission as the Social Mobility Commission are currently under consideration by Parliament as part of the Welfare Reform and Work Bill. The Government does not produce forecasts of the number of children living in income poverty as the number of children in poverty is dependent on factors which cannot be reliably predicted, such as the median income.<\/p>

The Government does measure annual child poverty statistics through the National Statistics Households Below Average Income (HBAI) series. Estimates of the number and proportion of children in relative and absolute low income in the UK have consistently been reported since 1998/99; these are available for each financial year up to 2012/13, the latest period for which estimates are available.<\/p>

There has been no assessment of the impact on child poverty of the combined tax and benefit changes announced since May 2010. Available survey data does not allow the Government to robustly assess the combined effects of tax and benefit policy on households with children.<\/p>

However, this Government has taken unprecedented steps to assess the effects of its policy decisions across the distribution of household income, by publishing analysis of the cumulative effects of the tax and welfare measures announced at each fiscal event since the June Budget 2010.
