On 23 February, the Financial Action Task Force (FATF) expressed its concern about the growing financial connectivity of Russia with countries subject to countermeasures, namely North Korea and Iran, and the potential risks of proliferation financing, malicious cyber activities and ransomware attacks.<\/p>

The UK\u2019s recent joint statement (12 January 2024) is clear that Russia\u2019s procurement of North Korean ballistic missiles and their use against Ukraine violate multiple UNSCRs. Actively facilitating the circumvention of UNSCR 1718 and violating its prohibitions undermines the global fight against proliferation, the UN sanctions regime, and consequently the financial sanctions requirements of the FATF standards. NHS England has assessed the report by Frontier Economics and has compared the findings to existing policy and data requirements for wheelchair provision for integrated care boards (ICBs). ICBs are responsible for commissioning and providing wheelchair services for local populations, supported by NHS England. NHS England has established a national wheelchair dataset which reviews waiting times during care pathways to enable targeted action if improvements are required. It has also developed a wheelchair currency model for providers, commissioners and systems to understand complexities in patient populations and support commissioning using the currencies as an evidence base. The model also supports benchmarking across localities and nationally.<\/p>

NHS England\u2019s service specification for wheelchair services enables ICBs to review and improve local wheelchair services and the introduction of personal wheelchair budgets and legal rights offers a framework to commission personalised and integrated wheelchair services. Our recently published \u2018Decarbonising Transport: A Better, Greener Britain\u2019 committed to delivering the necessary emissions reductions in road transport to reach net zero by 2050. It is not about stopping people doing things. Rather, we want to drive the transition to electric vehicles and put in place a range of alternatives for people to make more sustainable journeys.<\/p>

As part of this, we are phasing out the sale of new petrol and diesel cars and vans by 2030, and, from 2035, all new cars and vans must be zero emissions at the tailpipe. We are also consulting on phase out dates for the sale of new non-zero emission HGVs, which includes all fossil-fuelled HGVs, to ensure that our road freight fleet will be zero emission by 2050. The consultation closed on 3rd September and we are now considering responses.<\/p>

Government has no current policy on introducing road user charges. As stated in the Transport Decarbonisation Plan, as we move forward with the transition to zero emission vehicles, we will need to ensure that the tax system encourages the uptake of EVs and that revenue from motoring taxes keeps pace with this change, to ensure we can continue to fund the first-class public services and infrastructure that people and families across the UK expect.<\/p>

The commitments in New Decade, New Approach were agreed by all the NI political parties as well as the UK and Irish Governments. The Northern Ireland Office has been working with the Ministry of Defence and senior officials in the departments of Health, Communities and Education to make progress on Armed Forces Covenant legislation. Work is also underway with the Office of Veterans Affairs and veterans\u2019 organisations in Northern Ireland to establish an NI Veterans Commissioner and carry out a review of the veterans\u2019 Aftercare Service.<\/p>
