The Manchester HS2 station project is for a surface station located on the same level as the existing Piccadilly Network Rail station. The HS2 surface station is based on a 6-platform surface station and will be accessed by a tunnelled route until the station approach. Defra recognises the significant impact underwater noise from unexploded ordnance (UXO) clearance by detonation can have on vulnerable marine species. Many UXOs lie in areas designated for planned windfarm projects, on cable routes and in areas used by other marine industries, and must be removed to allow safe working conditions.<\/p>

<\/p>

The Government is aware of, and is investigating, a number of alternative methods to remove UXOs from the seabed. However, these methods have not yet been scientifically proven to be effective in the marine environment and could disturb the ordnance but not fully detonate it, posing health, safety and environmental concerns. Our priority is to ensure any new methods are effective in the marine environment, adhere to relevant health, safety and environmental considerations and are based on robust evidence.<\/p>

<\/p>

The Government is working closely with scientists, industry and regulators to collect the necessary evidence to enable the safe use of these alternative methods in the marine environment. Once sufficient evidence is available, and on the advice of the Statutory Nature Conservation Bodies, the Marine Management Organisation (as the regulatory authority) will be able to make licensing decisions around the use of such techniques.<\/p>

On 8 August the Prime Minister announced that we would be reforming our Tier 1 Exceptional Talent route \u2013 an immigration route for very high skilled individuals who are endorsed by a recognised UK body \u2013 to provide for a fast track immigration scheme to attract top scientists and those with specialist skills in Science, Engineering, Technology and Mathematics subjects to the UK.<\/p>

The Personal Independence Payments (PIP) assessment criteria have been designed to take account of the impact of all impairments on individuals\u2019 ability including those with mental health issues. The inclusion of such activities as 'Making budgeting decisions' and 'Engaging with other people face-to-face' ensures that consideration is given to the impact of such impairments on people's daily living needs.<\/p>

Furthermore, by assessing claimants' ability to plan and follow journeys, the Mobility component also reflects the impact of impairment on an individual's ability to get around, and ensures the assessment takes account of mental, intellectual and cognitive impairments.<\/p>

The Government\u2019s National Air Quality Plan, published on 17 December 2015, sets out a comprehensive approach to improving UK air quality. A key measure of this is the introduction of new Clean Air Zones in five cities (Birmingham, Derby, Leeds, Nottingham and Southampton), along with the Ultra Low Emission Zone in London. The Department for Education is clear about how local authorities should support 16 and 17 year-olds presenting as homeless. The report from the Children\u2019s Society, \u2018Getting the house in order\u2019 reminds local authorities to ensure that under-18s who are homeless receive the help they need. The government has no current plans to legislate on this issue, but we are taking action to ensure that all homeless people have access to the help that they need: we have invested £500 million in homelessness services, including funding for the development of the \u2018Youth accommodation pathway\u2019 service model. This is designed to support all young people remain in the family home where it is safe to do so, and offer tailored support options for those that cannot remain in the family home, including supported accommodation as a starting point for 16- to 17-year-olds.<\/p>

With regard to 16- to 17-year-old care leavers, revised statutory guidance was issued to local authorities in 2010, setting out how they can better meet the needs of this group. It makes clear that local authorities should work pro-actively with young people and their families to identify and resolve issues which have led them to become homeless. The guidance also underlines the importance of effective agency collaboration between Children\u2019s Services and Housing Services.<\/p>

The guidance reminds Housing Services that applicants cannot be considered to have become homeless intentionally if they fail to take up an offer of accommodation; the guidance says that homelessness can only be deemed to be \u2018intentional\u2019 where the applicant has ceased to occupy accommodation that it would have been reasonable for him or her to continue to occupy. Local authorities that do not follow these procedures are open to legal challenge. Since 2013, Ofsted inspections of local authorities\u2019 children\u2019s social care services have included a separate sub-judgement on care leavers, which includes an assessment of whether the local authority is ensuring that care leavers have access to suitable accommodation. Where Ofsted judges that a local authority\u2019s social care services are inadequate, the department may intervene to secure necessary improvements in the quality of care that is provided.<\/p>
