Each commissioning organisation involved in the procurement process produced their own lessons learnt report, and the decisions around the publication of lessons learned reports are for individual integrated care boards (ICBs). With reference to guidance and support to ICBs on procurement, NHS England published the Strategic framework for the NHS Commercial Sector on 28 November 2023, a copy of which is attached.<\/p>

The framework aims to encourage regional collaboration between integrated care systems by creating regional collaborative commercial organisations. These will operate as group procurement organisations in providing the necessary system leadership, capability and capacity to deliver strategic commercial outcomes and supply chain efficiencies, and will be designed against a national blueprint to ensure consistency.<\/p>

Defra is working with Devolved Administrations, Arm\u2019s Length Bodies and NGOs to monitor and respond to the effect of avian influenza on wild birds. This includes providing advice on mitigation measures that can be put in place to both protect public health and the impact on wild birds where possible. However, avian influenza is a natural transmission process in wild birds and there is limited evidence that mitigation measures are effective at reducing transmission of avian influenza between wild birds. We will, however, continue to take whatever action we can, in accordance with international best practice and the latest evidence.<\/p>

<\/p>

The Animal and Plant Health Agency (APHA) operates a robust programme of wild bird surveillance across Great Britain and engages in year-round avian influenza surveillance of dead wild birds submitted via public reports and warden patrols. Between 25 October 2021 and 22 July 2022, over 3,000 wild birds have been tested. Of these, 1454 have tested positive for H5 Highly Pathogenic Avian Influenza (HPAI). There have been findings in 347 different locations in 61 different species in 79 different counties. A report (updated weekly) of findings of HPAI in wild birds is published by the UK Health Security Agency<\/del> APHA<\/ins> on GOV.UK together with outbreak and risk assessments<\/a>. A copy of the 18 July outbreak assessment is attached to this answer<\/p>

Unprecedented outbreaks of avian influenza are being seen in both Great Britain and Europe as well as North America. In Great Britain there have been large numbers of deaths associated with positive findings of avian influenza in breeding populations of seabird species. Including those listed as GB Birds of Conservation Concern (BoCC5)<\/a> (copy attached). The impact on Roseate Terns (red-listed BoCC5 species) and Sandwich Terns (amber-listed BoCC5 species) colonies in particular are of significant concern.<\/p>

The UK\u2019s seabirds are an important part of our natural heritage, and their protection is a high priority for the government. Defra recognises the significant threat HPAI is posing to our seabird populations Further to the existing Joint Nature Conservation Committee Seabird Monitoring Programme, Natural England has set up a seabird reporting system to collate records of mortality levels in key seabird colonies which will be used to support assessments of the impact on populations and inform recovery programmes.     Information for the number of individuals employed by private providers to teach PE in primary schools is not available as data is only collected from a sample of state-funded secondary schools with electronic timetabling.<\/p>

    The number and proportion of hours of PE taught by a teacher without a relevant post-A level qualification, in state funded secondary schools, in each of the last five years for which data are available, is provided in the table attached. A relevant post-A level qualification is a level 4 qualification or above in PE, sports science, sports physiology, sports psychology, or dance (including ballet).<\/p>

    Data for 2020 is not available because, due to the COVID-19 outbreak, schools and local authorities were not required to provide information on teacher qualifications during the November 2020 school workforce census.<\/p>

    All entrants to teaching must hold a first degree from a United Kingdom higher education institution or equivalent qualification.     In further education, there is no minimum qualification requirement for anyone employed to teach PE or any specific sport or activity. It is for employers to determine the best qualifications and experience required to meet the needs of their pupils.     On 4 February, the Prime Minister announced that the Government is consulting on bringing forward an end to the sale of new petrol, diesel and hybrid cars and vans from 2040 to 2035, or earlier if a faster transition appears feasible.     Since 2010 the Government has invested over £500 million to help local authorities and the voluntary sector prevent and tackle homelessness, enabling local authorities prevent over 935,000 households from becoming homeless.<\/p>

    The Government wants to help hard working families achieve their dream of home ownership. But not all tenants of housing associations are able to benefit from the discounts the last Government introduced. That\u2019s why this Government want to give housing association tenants the same home ownership opportunities as council tenants. Each housing association home sold under the Right to Buy extension will be replaced.<\/p>

    Local authorities should use resources effectively and efficiently and those with a Housing Revenue Account will be required to sell vacant high value housing in order to help fund the building of more affordable homes and the extension of Right to Buy to housing association tenants.<\/p>

    We regularly raise with the Lebanese Armed Forces and appropriate authorities the need to protect all refugees who are residing in the country.<\/p>

    The Lebanese Armed Forces have reported that Ahmed Dorra was killed while being transferred to the Dar Al Amal Hospital following clashes between the Lebanese Armed Forces and armed groups in the Lebanese border town or Arsal. We are continuing to work with local non-governmental organisations, including Human Rights Watch and the International Committee of the Red Cross to understand the exact circumstances of the case. Due to ongoing security restrictions in the geographical area, work to establish this continues.<\/p>

    We work with our Lebanese partners to promote democracy, stability and human rights in Lebanon.
