The Government continues to consider emerging data and research on the experiences of non-binary people to understand how future policy can be developed. In general, the National Health Service identifies individuals as male or female via NHS numbers and medical records. This aligns with the Gender Recognition Act 2004 which refers to two sexes: male and female. The Government has committed to implementing in full the recommendations in the Bishop of Truro's review, and work continues to implement them in a way that will bring real improvement to the lives of those persecuted due to their faith or belief. Of the 22 recommendations we have fully delivered ten, made good progress on a further eight, and are confident that all 22 will be delivered by the time of the independent review in 2022.<\/p>

I [Lord Ahmad] meet monthly with the Envoy to discuss freedom of religion or belief (FoRB) activity. In response to the recent storms, Government activated the Bellwin Scheme of emergency financial assistance on 10 February and extended this to more areas on 17 February. Ministers also activated the Flood Recovery Framework on 18 February, with support being provided to eligible local authorities to help local residents and businesses affected by the storms. Government has also announced the Property Flood Resilience Scheme to help homes and businesses become more resilient to flooding. Government is working with local authorities to assess the full extent of the flooding impacts and will release the funding to eligible local authorities in due course.<\/p>

Government has made Government Liaison Officers available to support affected areas during response and to support ongoing recovery.<\/p>

I regularly stress to departments the importance of giving timely answers to Questions for Written Answer. My office immediately approach departments who have not responded to questions after 10 working days, and remain in contact with them until the questions are answered. This process has been followed in both of the cases to which the noble Lord refers.<\/p>

In the case of the Ministry of Justice question, I am informed that the delay related the process of transferring it to the right department for response. After discussion it was transferred to the Cabinet Office, who will provide a substantive answer by close of play this week. As regards the Department for Education questions, I am informed that the delay related to gathering complex data spanning a long period and the need to obtain clearance from across government. Both of the questions concerned have now been answered.<\/p>

Regarding timely replies more generally, I have recently written to the three departments with the greatest proportion of late responses in the last session and I regularly set out the House\u2019s expectations as they apply to QWAs to my frontbench team. On 18 June the Electoral Commission published their analysis of the state of the electoral registers in Great Britain used for the General Election. The data collected for the report did not allow an estimate of the completeness and accuracy to be made.<\/p>

The last full assessment of the completeness and accuracy of electoral registers in Great Britain was published in July 2014 and was based on the last household registers prior to the introduction of Individual Electoral Registration (IER).<\/p>

The next full assessment will be based on the first full IER registers once the transition has ended.<\/p>

There is a discrepancy between the Sudanese Child Act of 2010, under which anyone under the age of 18 is considered to be a child, and religious law, under which anyone under the age of 11 is considered to be a child. Along with the Sudanese National Council for Child Welfare (NCCW), we have lobbied the Government to ensure compliance with the Child Act and the removal of any discrepancies which lead to under-age children being married.<\/p>

Broader work on child rights forms part of a programme supported by DFID, and run by UN Children\u2019s Fund (UNICEF), the World Health Organisation (WHO) and the UN Population Fund (UNFPA), which focuses on Female Genital Mutilation (FGM). This programme has included a workshop on reaching a national position on the legal age of marriage. DFID is also providing funding to UNICEF\u2019s Multiple Indicator Cluster Survey (MICS), which will include data on the percentage of women who were married by the time they reached 18. The findings of that survey, which will report by the end of 2014, will inform our discussions with the Government of Sudan.<\/p>

DFID worked closely with the NCCW to ensure that the Government was represented at the Girl Summit which took place in London in July, and which had a particular focus on FGM and Child and Forced Marriage (CEFM). We welcome the Government of Sudan\u2019s subsequent signature of the Girl Summit Charter, which includes a public commitment to ending CEFM. We are actively following up with the Government of Sudan to ensure that they maintain momentum on these issues.<\/p>
