The \u2018Paramilitary Groups in Northern Ireland\u2019 report was published in 2015 by the UK Government in order to provide a one-off factual assessment from the UK security agencies and the Police Service of Northern Ireland (PSNI) on the structure, role and purpose of paramilitary organisations in Northern Ireland. This public assessment, which was intended to inform the then ongoing cross-party talks, has not been repeated.<\/p>

Although it is acknowledged that some individuals engaged in serious criminality may also have ties to former paramilitary Republican organisations, such activity does not present a threat to national security.<\/p>

The PSNI and UK security agencies continually assess the threat, risk and harm posed by paramilitary, terrorist and organised crime groups to inform the most appropriate operational response. The threat from Northern Ireland Related Terrorism (NIRT) is assessed by the Joint Terrorism Analysis Centre (JTAC), after MI5 passed over responsibility earlier this year. JTAC keeps the Threat Level in from NIRT under constant review and formally reviews it twice a year. However, the threat is wholly driven by violent Dissident Republicans who reject the Good Friday Agreement (GFA) and not by Groups that support the GFA.<\/p>

The Government is committed to the protection of the public and the effective management of offenders. By law, prisoners serving indeterminate sentences who have completed their tariff will be released only when the independent Parole Board concludes that the risk they present to the public is capable of being safely managed in the community under probation supervision.<\/p>

As of 31 March 2021, there were 1,784 prisoners serving the IPP sentence in custody who have never been released.<\/p>

As of the same date, there were 632 prisoners serving the IPP sentence in custody who had been recalled more than once, whilst there were 2243 offenders serving the IPP sentence in the community who have been released and not been recalled.<\/p>

As of 8 July, 18 applications have been received from offenders requesting termination of their IPP licence. From September this year, officials will refer automatically to the Parole Board the case of every offender serving the IPP sentence who has become eligible to apply for termination of his/her IPP licence.<\/p>

    Around 7,500 police officers leave the service each year, the majority through normal retirement. Forces will continue to fill these vacancies as a matter of routine. The Police Uplift Programme will deliver 20,000 completely new posts across policing in addition to replacing leavers.<\/p>

    Relatively few officers choose to leave their job before retirement, compared to other public and private sector workforces. Voluntary resignations remain low at a rate of under 2% of the workforce and the independent pay review bodies have concluded that police officer retention rates a stable.<\/p>

    Nevertheless, the Government is not complacent, and we believe that more can be done to improve the retention of key skills to support the uplift in police officer numbers.     The Lords\u2019 Constitution Committee report on Intergovernmental Relations in the United Kingdom followed soon after a Plenary meeting of the Joint Ministerial Committee, at which the Heads of all four of the UK administrations agreed to begin work on a revised Memorandum of Understanding. As part of this process the administrations are considering the recommendations of the Silk and Smith Commissions, as well as other recent reports on intergovernmental relations including the Constitution Committee\u2019s report.<\/p>

    The process is continuing and will require careful consideration and discussion between all four administrations of the UK.
