The Detention Centre Rules 2001 regulate how immigration removal centres are operated, with the overall purpose of the rules being to ensure a secure and humane environment. The safety, security and welfare of staff and detained individuals are of vital importance in the operation of the immigration removal estate, and this includes the strict regulation of those entering and working in immigration removal centres, under Rule 53 of the Detention Centre Rules.<\/p>

Members of Independent Monitoring Boards, who are appointed by the Home Secretary under section 152 of the Immigration and Asylum Act 1999, are required to sign the Official Secrets Act as part of the Home Office clearance process. The published Detention Services Order (DSO) \u2018Whistleblowing \u2013 The Public Interest Disclosure Act 1998 (c.23)\u2019 sets out guidance for Home Office staff, our suppliers and visitors on whistleblowing procedures.<\/p>

All those detained in immigration removal centres (IRCs), including Derwentside IRC, have access to independent interpreting services. As set out in DSO 06/2013 \u201cReception, Induction and Discharge\u2019, professional interpreting facilities must be used whenever language barriers are identified on reception, induction, or discharge. New operational guidance, Detention Services Order \u2018Interpretation Services and use of Translation Devices\u2019 will be published shortly. This guidance will set out the provisions, including interpretation services and translation devices, available for individuals held in immigration detention and the circumstances in which these should be used.<\/p>

All IRCs have dedicated health facilities run by doctors and nurses which are managed by the NHS, or appropriate providers, and deliver trauma informed mental health services, where appropriate. A range of trauma informed services are provided at Derwentside IRC, including trauma stabilisation, trauma informed cognitive behavioural therapy and services for sexual abuse crisis. The services available are supplemented by guidance and advice on trauma informed restorative practice being provided to onsite staff, from a specialist external organisation.<\/p>

In addition to published guidance, staff at all centres are also given training and support to proactively identify and act upon indicators of vulnerability at the earliest opportunity and Detainee Custody Officers at Derwentside IRC receive trauma informed training as part of their induction and refresher training courses, to ensure effective and supportive engagement with residents. The Government recognises that longer-term tenancies can provide tenants with the security they need to invest in productivity and environmental improvements. However, feedback from industry stakeholders indicates that regulating for longer terms is not the right way forward as this could lead to landowners withdrawing from the let sector completely. A thriving let sector depends on landowners seeing the opportunity to let their land as a positive option. Also, some farm business models such as seasonal horticulture require shorter term lets.<\/p>

HS2 Ltd have set up a Camden specific Tree Panel which includes community and local council representatives. HS2 contractors are required to report to the Panel prior to the removal of any tree and to justify why a tree has to be removed. HS2 Ltd is committed to replace the same number of trees that are lost in the London Borough of Camden.<\/p>

The second largest opposition party is neither formally defined nor given specific speaking rights by the Standing Orders of the House or the Companion to the Standing Orders. The Companion to Standing Orders does, however, set out several areas where the \u201copposition front benches\u201d have the right to speak for longer than backbenchers or have rights to speak at specific points in proceedings.

Of the political parties represented in the House, only the Official Opposition and the Liberal Democrat group operate frontbenches of a size that permits them to shadow each Government department. The Department for Education intends to publish destination measures data for both key stage 4 (KS4) and key stage 5 (KS5) in performance tables once we are satisfied that the data are robust enough. KS4 education destinations are already included in performance tables, and have been since 2013, but before we publish full destinations data we have to test and evaluate it fully to ensure its reliability.<\/p>

We published the KS5 destination measure for the first time as experimental statistics in the 2014 destinations statistical first release[1] because of the inclusion of new institutions, such as independent schools and special schools. The employment, training and characteristics data need to be fully tested and evaluated before they can be published on the performance tables website. Tables, including employment data and breakdowns of the data based on student characteristics for former KS4 students, have also been published in the destination measures statistical first release (experimental statistics) alongside the KS5 data.<\/p>
