Full dispersal is built upon a culture of shared accountability and collective delivery between accommodation providers, the Home Office and local authorities. There are monthly regional governance meetings, which offer an avenue for collaboration and opportunities for the Home Office, accommodation providers, and local authorities to engage, drive progress and monitor the procurement of dispersed accommodation. It is imperative that we work together on asylum accommodation.<\/p>

The Home Office agreed Full Dispersal Allocation Plans for every local authority and region in the UK, including Scotland and Wales for 2023. The Government undertakes regular reviews of our preparedness for the risks facing the UK through the National Security Risk Assessment (NSRA) and National Resilience Capabilities Programme (NRCP). This includes the risk from foreign investment into critical national infrastructure.<\/p>

In addition, the Government considers any national security implications arising from foreign investment on a case-by-case basis, including in investments in Critical National Infrastructure. The Government\u2019s approach is predicated on a risk assessment based on the specific circumstances of the case.<\/p>

The Government\u2019s current powers to intervene in mergers that may raise national security concerns are contained in the Enterprise Act (2002), which establishes key parts of the UK\u2019s competition regime. The vast majority of transactions raise no national security concerns and the Government expects to quickly rule out national security risks in most cases, allowing parties to proceed with certainty.<\/p>

The Department for Work and Pensions occupies the majority of its estate under a Private Finance Initiative (PFI) known as the PRIME Contract.<\/p>

<\/p>

Under this PFI, the Department leases fully serviced accommodation from its private sector partner Telereal Trillium. The Department pays an inclusive unitary price for the space occupied. The Department does not own any of the buildings that it occupies.<\/p>

<\/p>

Telereal Trillium must under the PRIME contract provide security of tenure until contract expiry in 31/3/2018. In the event the lease term expires before this and Telereal Trillium are unable to obtain an extension to the lease they are required to deliver suitable alternative accommodation to the Department.<\/p>

<\/p>

The Department has put in place a project to oversee and assure the work to prepare for the end of the Prime contract and to ensure that there is continuity of estate to support the ongoing delivery of business from April 2018 onwards.<\/p>

In Scotland, the Department delivers customer-facing services from 96 locations of which 91 are occupied under the PRIME contract, 4 sites are shared with other Government Departments under a Memorandum Of Occupancy Agreement and 1 is co-located with a Local Authority under licence.
