The Department is aware that in recent years liquidity has been falling in the GB wholesale electricity market which has made it more challenging for suppliers and generators to manage their financial risks. Concerns over low liquidity were elevated in 2022/23 due to high and volatile wholesale energy prices, which have now stabilised somewhat.<\/p>

As the electricity market regulator, Ofgem is responsible for ensuring that the wholesale electricity market is sufficiently liquid to provide efficient outcomes for consumers. While the Omicron Hospitality and Leisure Grant focused on sectors where social mixing was a primary motivation for consumers, Local Authorities were encouraged to support the personal care sector through the Additional Restrictions Grant (ARG) scheme. Local Authorities reported that close to 750,000 payments of ARG, worth a total of over £2 billion, had been made to businesses by 31 March 2022, the scheme closure date.<\/p>

The ongoing violence across Israel and the Occupied Palestinian Territories is deeply concerning and must stop. Every effort must be made to avoid loss of life, especially that of children. The Prime Minister has called for an urgent de-escalation of tensions. The Foreign Secretary delivered a message of de-escalation in his calls to Israeli Foreign Minister Ashkenazi on 16 May, and with Palestinian Prime Minister Shtayyeh on 12 May. I spoke to the Israeli Ambassador and to the Palestinian Head of Mission in London on the 11 May to urge them to de-escalate and restore calm. We have also engaged the UN Security Council, calling for measures to reduce further violence. UK embassies throughout the Middle East are engaging regional partners, and we remain in close contact with the US administration and European allies. The Resources and Waste Strategy set out our ambition to eliminate all avoidable plastic waste, including from fast food outlets. We will do this by making producers more responsible for the products they put on the market, starting with reforming the packaging waste regulations. We recently consulted on proposals to reform the packaging producer responsibility system to ensure that packaging producers fund the full net cost of managing the packaging they place on the market once it becomes waste. This will provide a strong financial incentive for packaging producers to make more sustainable decisions at the design stage and during manufacture, and to take greater responsibility for the environmental impacts of their products.<\/p>

<\/p>

In general, we prefer to help people and companies make the right choice, rather than banning items outright. There may, however, be times when a ban is appropriate as part of a wider strategic approach. Which is why we are introducing measures to restrict the supply of plastic drink stirrers, plastic-stemmed cotton buds and plastic straws, which are commonly provided in fast food outlets, in April 2020. We will continue to review the latest evidence on problematic single-use plastic products to take a systematic approach to reducing their use.<\/p>

<\/p>

In April last year, the Waste and Resources Action Programme and the Ellen MacArthur Foundation launched their world-leading UK Plastics Pact, with support from the Government, and some major fast food corporations such as McDonalds have signed up to it. The Pact brings these organisations together with four key targets for 2025 that aim to reduce the amount of plastic waste generated, including action to eliminate problematic or unnecessary single-use plastic packaging items. The National Health Service and wider health system has examined how to sustain and improve care \u2013 which produced the NHS Five Year Forward View. The Government committed to providing an additional £10 billion in real terms by 2020-21 to back the NHS\u2019 plan, enabling it to deliver key priorities like seven day care, improved access to cancer treatments and better mental health services.<\/p>

<\/p>

All public services, including local NHS areas need to live within the budget agreed \u2013 otherwise they effectively take up resources that could be spent on general practitioners, mental health care, and cancer treatment. As part of their financial planning, NHS England and NHS Improvement have been running a process to look at how a small number of areas could do more to balance their financial plans, as many already have.<\/p>

The NHS is required to meet its operational standards as set out in the mandate and ensure access to appropriate care for all, in line with the NHS constitution. The intention of the Safe Schools Declaration is for countries to endorse the Guidelines for Protecting Schools and Universities from Military use During Armed Conflict. While we support the spirit of the initiative, we have concerns that the Guidelines do not mirror the exact language and content of International Humanitarian Law. We consider that the full implementation of International Humanitarian Law provides the best protection for civilians in all situations of armed conflict.
