The decision in any case as to whether to instruct counsel, who to instruct, and whether to waive privilege in respect of that advice, lies with the instructing Government Department. When a Government Department wishes to instruct a QC, other than First Treasury Counsel or Standing Counsel, it should submit a request for a nomination to the Attorney General’s Office. This process was followed, and the request approved, in relation to the instruction of Lord Pannick QC in this case.

"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4116", "label" : {"_value" : "Biography information for Sir Michael Ellis"} } , "answeringMemberConstituency" : {"_value" : "Northampton North"} , "answeringMemberPrinted" : {"_value" : "Michael Ellis"} , "dateOfAnswer" : {"_value" : "2022-09-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-09-08T12:20:20.74Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "88"} , "answeringDeptShortName" : {"_value" : "Attorney General"} , "answeringDeptSortName" : {"_value" : "Attorney General"} , "date" : {"_value" : "2022-09-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Committee of Privileges"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Attorney General, whether her office was consulted on the decisions by the Cabinet Office to (a) spend public funds on obtaining the legal opinion by Lord Pannick QC and Jason Pobjoy of Blackstone Chambers relating to the proposed conduct of the House of Commons Privileges Committee and (b) place that legal opinion in the public domain.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1536", "label" : {"_value" : "Biography information for Emily Thornberry"} } , "tablingMemberConstituency" : {"_value" : "Islington South and Finsbury"} , "tablingMemberPrinted" : [{"_value" : "Emily Thornberry"} ], "uin" : "47398"} , {"_about" : "http://data.parliament.uk/resources/1196133", "AnsweringBody" : [{"_value" : "Scotland Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1196133/answer", "answerText" : {"_value" : "

Funding for Covid-19 testing is UK-wide. This means Devolved Administrations do not receive a Barnett Consequential on this expenditure, but receive a share of the testing equipment that DHSC procure for the UK. At present, DHSC are providing five testing sites and thirteen mobile testing units in Scotland, which complement the testing activities of NHS Scotland.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4619", "label" : {"_value" : "Biography information for Mr Alister Jack"} } , "answeringMemberConstituency" : {"_value" : "Dumfries and Galloway"} , "answeringMemberPrinted" : {"_value" : "Mr Alister Jack"} , "dateOfAnswer" : {"_value" : "2020-05-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-05-26T09:07:03.543Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "2"} , "answeringDeptShortName" : {"_value" : "Scotland"} , "answeringDeptSortName" : {"_value" : "Scotland"} , "date" : {"_value" : "2020-05-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Coronavirus: Scotland"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Scotland, how much funding for covid-19 testing has been allocated from the public purse to Scotland.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4572", "label" : {"_value" : "Biography information for Chris Elmore"} } , "tablingMemberConstituency" : {"_value" : "Ogmore"} , "tablingMemberPrinted" : [{"_value" : "Chris Elmore"} ], "uin" : "47398"} , {"_about" : "http://data.parliament.uk/resources/595403", "AnsweringBody" : [{"_value" : "HM Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/595403/answer", "answerText" : {"_value" : "

The long-term success of the sector is dependent on a tripartite approach between industry, government and a dedicated regulator, as set out in Sir Ian Wood’s review.

The Government has provided substantial support to the oil and gas sector over the past two years, through measures worth £2.3 billion. This includes significant cuts to tax rates, the introduction of the Investment and Cluster Area Allowances and funding for seismic surveys to support exploration. The UK now has one of the most competitive fiscal regimes in the world for oil and gas.

On 1 October 2016, the Oil and Gas Authority was formally established as a strong, independent regulator for the sector. Its new powers will allow it to act with greater speed and flexibility to attract investment, support jobs and further the UK’s competitive edge.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3918", "label" : {"_value" : "Biography information for Jane Ellison"} } , "answeringMemberConstituency" : {"_value" : "Battersea"} , "answeringMemberPrinted" : {"_value" : "Jane Ellison"} , "dateOfAnswer" : {"_value" : "2016-10-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-10-17T15:50:23.963Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "CaTreasury"} , "date" : {"_value" : "2016-10-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Offshore Industry: North Sea"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask Mr Chancellor of the Exchequer, what long-term plans he has to secure the future of the oil and gas industry in the North Sea.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1566", "label" : {"_value" : "Biography information for Daniel Kawczynski"} } , "tablingMemberConstituency" : {"_value" : "Shrewsbury and Atcham"} , "tablingMemberPrinted" : [{"_value" : "Daniel Kawczynski"} ], "uin" : "47398"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
