The Department is considering future research in this area and how improvements to the data collected can be made. The Department funds and commissions research through the National Institute for Health and Care Research (NIHR). The NIHR welcomes funding applications for research into any aspect of human health, including the effect of alcohol on pregnant women and unborn babies. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. The NIHR is currently funding research to improve support for midwifes to discuss harms of alcohol consumption during pregnancy.<\/p>

The United Kingdom Chief Medical Officers\u2019 (CMOs) low risk drinking guidelines provide advice to women not to drink alcohol if they are planning for a pregnancy or are pregnant. The Office for Health Improvement and Disparities, NHS England and local commissioners continue to raise awareness and education on the dangers of drinking alcohol while pregnant and through midwives and health visitors. The Maternity Transformation Programme works with the Royal Colleges and regulatory bodies to raise the profile of the CMOs\u2019 guidelines and recommend it is included in training. The Environment Agency (EA) has taken a number of steps to reduce flooding from the River Rother and the River Hipper in Chesterfield. In partnership with Chesterfield Council the EA delivered two Property Level Protection projects in Brampton & Hollis Lane in 2016 and one in St Augustines Road last year. These have cost a total of £567,000 and protected a total of 93 properties. The EA has also delivered the St Augustines Road Flood Alleviation Study to investigate the use of sustainable drainage systems to manage surface water and other sources of flood risk affecting St Augustines Road. This cost £15,000 and was completed in 2017. Finally in 2019, the Homes & Communities Agency, in partnership with the EA, has delivered the Avenue Flood Balancing Reservoir, with the EA contributing £2.9 million. This is a flood storage reservoir designed to reduce flooding along the River Rother, better protecting 115 properties.<\/p>

For ongoing work to reduce flooding in the future, a natural flood management (NFM) officer has been employed for two years using £69,000 of local levy funding to deliver NFM measures in the upper Rother Catchment, particularly benefitting Chesterfield and surrounding settlements. I wrote to the Northern Ireland political parties and to the Electoral Commission in January seeking their views on moving to full transparency and the date from which transparency should take effect. While all parties that responded expressed broad support for the future publication of donations and loans, only one party expressed support for backdating publication to 1 January 2014. The Government Mandate to NHS England requires clinical commissioning groups (CCGs) to ensure that the health commitments of the Armed Forces Covenant are met. Members of the Armed Forces community (including veterans) should enjoy the same standard of, and access to, healthcare as that received by any other citizen in the area they live.<\/p>

The Covenant guidance provided by NHS England states that Armed Forces veterans should receive priority access to NHS secondary care for any conditions which are related to their service, subject to the clinical needs of all patients.<\/p>

For veterans as with the general public local CCG Independent Funding Request (IFR) policies and processes will apply. In England local CCGs each have their own commissioning policies that are compliant with both the NHS Mandate and Armed Forces Covenant. When an individual is considered clinically exceptional in the treatment they are seeking, the treating clinician can seek to take the request through the CCGs IFR panel for an exception to their local policy.<\/p>
