Highways England is now responsible for the vast majority of the historic railways estate. This includes legacy bridges, abutments, tunnels, cuttings, viaducts and similar properties associated with closed railway lines, and sales. Network Rail is still responsible for a small proportion of disused railway lines which have been retained due to their close proximity or connection to currently operational railway lines. Network Rail’s records however do not distinguish between disused and operational railway lines, and therefore it is not possible to precisely indicate how much disused network they own.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3996", "label" : {"_value" : "Biography information for Andrew Jones"} } , "answeringMemberConstituency" : {"_value" : "Harrogate and Knaresborough"} , "answeringMemberPrinted" : {"_value" : "Andrew Jones"} , "dateOfAnswer" : {"_value" : "2019-01-30", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-30T14:48:43.463Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2019-01-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Railways"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what proportion of the disused national rail network remains in the ownership of Network Rail.", "registeredInterest" : {"_value" : "true", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4589", "label" : {"_value" : "Biography information for Robert Courts"} } , "tablingMemberConstituency" : {"_value" : "Witney"} , "tablingMemberPrinted" : [{"_value" : "Robert Courts"} ], "uin" : "211842"} , {"_about" : "http://data.parliament.uk/resources/100893", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/100893/answer", "answerText" : {"_value" : "

The list of qualifying offences for the sex offender notification requirements is kept under review by the Home Office. Convicted stalkers are already captured on the Police National Computer.

In addition, the Home Secretary has established a National Oversight Group to ensure that the recommendations from HMIC’s March Review into domestic abuse are acted upon. This includes work to improve data collection and data sharing on serial abusers.

The Home Office consultation on strengthening the law on domestic abuse closed on 15 October. We are currently considering the responses and we will consider all of the issues raised in order to determine next steps to offer the best possible protection for victims.
