Operation Safeguard is a contingency measure that provides additional headroom for use if prisoners cannot be accepted from the courts or police custody. It is a temporary measure to provide a short-term solution. When Operation Safeguard is active, tactical and operational governance reviews take place at regular intervals, as agreed with police partners.

There are no additional costs to the taxpayer and any spend under Operation Safeguard comes from within existing departmental budgets. Every aspect of Operation Safeguard – including compensation for cells – is based on agreements between HMPPS, the police and the Home Office. Spend is recorded on a cost-recovery basis.

Please see table below setting out payments to police forces in England and Wales for the activation of Operation Safeguard cells for the period February 2023 to September 2023.

We are very concerned about the reports that these executions may be imminent and we are closely monitoring these cases. We last raised these concerns on 20 November and 3 December, when we discussed both the substance of the cases and the UK’s long standing opposition to the death penalty. It is a longstanding policy of the British Government to oppose the death penalty, in all circumstances, as a matter of principle.

We consistently and unreservedly condemn torture and cruel, inhuman or degrading treatment or punishment and it is a priority for us to combat it wherever and whenever it occurs.

We have been and do continually raise our concerns including on this case with the Saudi Arabian authorities using a range of Ministerial and diplomatic channels of communication, including our Ambassador.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1201", "label" : {"_value" : "Biography information for Alistair Burt"} } , "answeringMemberConstituency" : {"_value" : "North East Bedfordshire"} , "answeringMemberPrinted" : {"_value" : "Alistair Burt"} , "dateOfAnswer" : {"_value" : "2018-12-19", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "201125"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-12-19T15:23:02.783Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2018-12-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Saudi Arabia: Sentencing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the Government of Saudi Arabia's compliance with international agreements on the use of torture, forced confessions and capital punishment in the sentencing of Abbas al-Hassan and eleven other individuals for exercising their rights to freedom of religion and association.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1536", "label" : {"_value" : "Biography information for Emily Thornberry"} } , "tablingMemberConstituency" : {"_value" : "Islington South and Finsbury"} , "tablingMemberPrinted" : [{"_value" : "Emily Thornberry"} ], "uin" : "201167"} , {"_about" : "http://data.parliament.uk/resources/62603", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/62603/answer", "answerText" : {"_value" : "

We have published guidance which sets out how publicly funded land and school playing fields are protected. This guidance is available at:

www.gov.uk/government/publications/protection-of-school-playing-fields-and-public-land-advice

If land ceases, or will cease, to be used for an academy, the Secretary of State may need to make a determination in order to protect the public investment in the land. The Secretary of State will consider a range of factors including:

1. the degree of public investment in the land and the degree of any enhancement to the value attributable to that investment;

2. the degree of private investment in the land and the degree of any enhancement to the value attributable to that investment;

3. the length of time that the land has been in public use;

4. the value of the land at the date of determination.

Information about the number of academies where land has been transferred from a governing body to an academy trust is not held centrally and could be compiled only at disproportionate cost.
