When designing its road works, Highways England uses the guidance provided in the Department for Transport published Traffic Signs Manual: Chapter 8. This recommends that road works are limited to a maximum of 6km (around 3 and ¾ miles), although the adoption of longer lengths of road works is permissible providing they do not create unacceptable impacts. Where longer lengths of road works are adopted, site specific risk assessments are required to identify the safe maximum length. Limiting all road works to a maximum length would increase both costs and duration of some works due to the activities undertaken.

The Government intends to move to 100% business rates retention in England by the end of this Parliament. We have confirmed that as part of the new system there will continue to be redistribution of local tax revenue between authorities and protections in place for authorities that see their business rates income fall significantly. Over the coming months we will be working with local government on the details of the scheme.

Ahead of final decisions, it is too early to assess what the impact will be on individual areas or authorities, but before the start of the financial year, local authorities in the North-East estimated that the total business rates income for 2015-16 would be £854.58 million.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4024", "label" : {"_value" : "Biography information for Mr Marcus Jones"} } , "answeringMemberConstituency" : {"_value" : "Nuneaton"} , "answeringMemberPrinted" : {"_value" : "Mr Marcus Jones"} , "dateOfAnswer" : {"_value" : "2015-10-29", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "12862"} , {"_value" : "12863"} , {"_value" : "12864"} , {"_value" : "13234"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-10-29T17:22:45.07Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2015-10-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Non-domestic Rates"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Communities and Local Government, which local authorities he estimates will have a net financial (a) gain and (b) loss in revenue from the proposed changes to business rate revenue allocation.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/523", "label" : {"_value" : "Biography information for Mr Nicholas Brown"} } , "tablingMemberConstituency" : {"_value" : "Newcastle upon Tyne East"} , "tablingMemberPrinted" : [{"_value" : "Mr Nicholas Brown"} ], "uin" : "12865"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
