The agreement announced on 18 December 2014 will improve coverage throughout the UK, and we expect coverage across Devon to improve dramatically. Under the agreement each mobile network operator (MNO) will provide voice and text coverage to at least 90% of the UK landmass by 2017, and we understand that data coverage will improve in many areas. This will lock in £5bn of investment in UK mobile infrastructure, halving partial not-spots and cutting complete not-spots by two-thirds. The MNOs have now made the agreed coverage obligations legally binding, by requesting that Ofcom vary their spectrum licences on a voluntary basis.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1580", "label" : {"_value" : "Biography information for Lord Vaizey of Didcot"} } , "answeringMemberConstituency" : {"_value" : "Wantage"} , "answeringMemberPrinted" : {"_value" : "Mr Edward Vaizey"} , "dateOfAnswer" : {"_value" : "2015-03-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-03-24T11:10:16.623Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Culture, Media and Sport"} , "date" : {"_value" : "2015-03-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mobile Phones: Torridge"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Culture, Media and Sport, what steps he is taking to address poor mobile network coverage in rural communities in Torridge and West Devon.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1508", "label" : {"_value" : "Biography information for Sir Geoffrey Cox"} } , "tablingMemberConstituency" : {"_value" : "Torridge and West Devon"} , "tablingMemberPrinted" : [{"_value" : "Mr Geoffrey Cox"} ], "uin" : "227770"} , {"_about" : "http://data.parliament.uk/resources/417623", "AnsweringBody" : [{"_value" : "Department for Energy and Climate Change"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/417623/answer", "answerText" : {"_value" : "

The Government has commissioned an Independent Review, led by Peter Bonfield, to look at Consumer Advice, Protection, Standards and Enforcement for energy efficiency and renewable energy. The scope of the Review will cover the performance of the cavity wall insulation industry and the Cavity Insulation Guarantee Agency (CIGA).

DECC officials have met several times with representatives from CIGA to discuss issues relating to cavity wall insulation. These actions include CIGA publishing their first ever annual report, improving their consumer handling processes and publishing a league table of installer performances in regards to dealing with consumer complaints.

CIGA have also appointed a Consumer Champion with the remit to act as a focal point for consumer organisations and deal with consumer complaints. The Consumer Champion is currently conducting a review to gather stakeholder’s view of CIGA’s complaint handling processes.

The Bonfield Review team will work closely with the CIGA Consumer Champion over the period of the Review.

We are absolutely committed to ensuring that the South West has the best infrastructure possible and we are determined to do everything possible to stop damage like we saw in 2014 happening again. That is why we have invested £31 million into improving the resilience of rail routes in the South West, and Network Rail spent £40 million on repairing and strengthening the line at Dawlish after the extreme weather.

We are working with the rail industry and the Peninsula Rail Task Force as they explore the potential for longer-term improvements in the area, including the premise of additional routes to the current mainline route via Dawlish.
