The Government has announced an unprecedented package of support for businesses and individuals affected by Covid-19, and remains committed to doing whatever it takes to support the economy as necessary.<\/p>

<\/p>

UK VAT registered businesses, including charities, can defer VAT payments due with their VAT returns between now and the end of June. No UK VAT registered business will have to make a VAT payment alongside their VAT return to HMRC in that period. They will have until the end of the financial year to repay.<\/p>

<\/p>

The Government will also give all eligible retail, hospitality and leisure businesses in England a 100% business rates holiday for the next 12 months. The Government also extended the support available to individuals and businesses, including a package of government-backed and guaranteed loans, which make available an initial £330 billion of guarantees \u2013 equivalent to 15% of GDP.<\/p>

<\/p>

For Income Tax Self-Assessment, payments due on the 31st of July 2020 will be deferred until the 31st of January 2021.<\/p>

<\/p>

Under the Coronavirus Job Retention Scheme, employers (including charities) can put workers on temporary leave and the government will pay them cash grants of 80% of their wages up to a cap of £2,500 a month, providing they keep the worker employed. They will receive the grant from HMRC, covering the cost of wages backdated to 1 March 2020.<\/p>

<\/p>

Statutory Sick Pay (SSP) will be available for those unable to work because they are self-isolating in line with government advice; this is on top of the Prime Minister\u2019s announcement that SSP will be payable from day 1 instead of day 4 for affected individuals. Support will be available through Universal Credit and Contributory Employment and Support Allowance for those not eligible for SSP.<\/p>

<\/p>

HMRC have scaled up their Time to Pay offer to all taxpayers, including charities, who are in temporary financial distress as a result of Covid-19 and have outstanding tax liabilities. Taxpayers can contact HMRC\u2019s dedicated Covid-19 helpline to get practical help and advice on 0800 0159 559.<\/p>

After eight months of the Coronavirus Job Retention Scheme (CJRS), the scheme will close in October 2020. The CJRS must be temporary and the Government must ensure that people can get back to work when it is safe to do so and get the UK economy up and running again. As the economy re-opens, the Government must look at how to adjust support in a way that ensures people can get back to work, protecting both the UK economy and livelihoods.<\/p>

From 1 August the Government will further relax advice to the Clinically Extremely Vulnerable, bringing it in line with the advice to those who are clinically vulnerable. In broad terms, this means that although the advice is still to stay at home as much as possible, those shielding may wish to go out to more places and see more people, as long as they take particular care to minimise contact with others outside their household and follow hygiene measures. This means that if they are unable to work from home but can work on site, they should do so, provided the business is COVID-safe. If employers cannot provide a safe working environment, the Clinically Extremely Vulnerable will continue to have access to an unprecedented package of financial support. The Chancellor of the Exchequer has said there will be no further extensions or changes to the Coronavirus Job Retention Scheme (CJRS). After eight months of the CJRS, the scheme will close at the end of October.<\/p>

The introduction of flexible furloughing further ensures that firms can adjust how they furlough to match their speed of reopening. Firms will be able to claim under the CJRS until October flexibly.<\/p>

It would be challenging to target the CJRS to specific sectors in a fair and deliverable way, and it may not be the case that this is the most effective or sensible way to provide longer term support for those sectors who may not yet be reopening.<\/p>

For all eligibility decisions under CJRS, the Government must balance the need to support as many jobs as possible with the need to protect the scheme from fraud.<\/p>

<\/p>

Under the CJRS extension, an employer can claim for employees who were employed and on their PAYE payroll on 30 October 2020. The employer must have made a PAYE Real Time Information (RTI) submission to HMRC between 20 March 2020 and 30 October 2020, notifying a payment of earnings for that employee. The use of RTI allows HMRC to verify claims in the most efficient and timely way, ensuring payments can be made quickly while reducing the risk of fraud. Without the use of RTI returns it would be difficult to verify claims without significant additional checks, which would delay payment for genuine claims.<\/p>

The 30 October 2020 cut-off date allowed as many people as possible to be included by going right up to the day before the announcement, while balancing the risk of fraud that existed as soon as the scheme became public.
