On 25 January 2017, the Yeovil District Hospital NHS Foundation Trust board approved work to examine the case for establishing a wholly owned subsidiary for estates and facilities management. On 20 December 2017, after staff consultation had taken place, the Trust board approved the formation of a wholly owned subsidiary.

NHS Improvement has reviewed key relevant documents including the Trust board paper evidencing informal staff engagement about the proposed changes during October 2017, as well as a formal 30-day staff consultation during November 2017. Following the staff consultation, the Trust made changes to its proposal which benefitted the staff transferring to the new company. The Trust has confirmed to NHS Improvement that it took legal advice in relation to its duty to consult staff on the changes.

The Trust did not establish the wholly-owned subsidiary prior to consulting clinical commissioning groups (CCGs). NHS Improvement has seen correspondence from Somerset CCG on 19 December 2017 giving permission for the wholly-owned subsidiary to be a permitted subcontractor. NHS Improvement has seen similar correspondence from NHS England Specialised Commissioners on 22 November 2017 approving the wholly-owned subsidiary as a permitted subcontractor. The Trust board took the decision to approve the formation of the wholly owned subsidiary on 20 December 2017.

The wide variety of choice in the current system is leading to duplication of wound care products. This can create more complexity for nurses and clinicians, making their clinical decisions more difficult and potentially leading to over specification and variation in standards of care. Of the 4,796 wound care products available through the NHS Supply Chain, 34% of lines have had no sales in the last 12 months.

Providing an agreed set of National Health Service requirements for wound care products will start to reduce this duplication, complexity and therefore potential risk, helping to improve patient outcomes through less variation in care.

This issue was also highlighted by 74% of respondents to a Royal College of Nursing survey run by Nursing Times (Dec 2014) seeing opportunities to reduce duplication on wound care products, (more than any other type of product).

The project is part of a wider piece of work the Department is working with the NHS Supply Chain on to deliver £300 million of savings by October 2018. Central to this is reducing the number of specifications and variations by category so the NHS can leverage its scale and deliver clinically appropriate solutions that represent ‘value for money’. The National Wound Care Strategy Programme (NWCSP) aims to improve the quality of wound care provision through developing pathways of care for priority clinical issues and improving the supply and distribution of wound care products.

The Government and National Health Service fully recognise the benefits of improving the quality of wound care provision, and the role the implementation of the NWCSP will play in achieving this aim. Decisions about the future funding for the NWCSP will be made as part of the implementation of the NHS Long Term Plan.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4019", "label" : {"_value" : "Biography information for Baroness Blackwood of North Oxford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Blackwood of North Oxford"} , "dateOfAnswer" : {"_value" : "2019-02-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-02-26T13:39:01.417Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-02-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wound Dressings"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether additional financial support is planned to support the National Wound Care Strategy Programme beyond September 2019.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2024", "label" : {"_value" : "Biography information for Lord Hunt of Kings Heath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hunt of Kings Heath"} ], "uin" : "HL13650"} , {"_about" : "http://data.parliament.uk/resources/1059629", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1059629/answer", "answerText" : {"_value" : "

The NHS Catalogue contained over 600,000 products, many of which had been not used in excess of the last 12 months or were seemingly duplicate items. Given the sheer volume of products, this creates the complexity faced by clinicians and nurses when determining the appropriate products to use, which directly makes their decisions more difficult.

By undertaking the planned clinical rationalisation of the products available via NHS Supply Chain, the Department aims to reduce this complexity, removing unnecessary products, ensuring that those available to the National Health Service are of an appropriate specification in order to maintain high standards of patient care.

The clinical rationalisation work is being undertaken by practising clinicians taking into account feedback from the National Institute for Health and Care Excellence and other relevant programmes, such as ‘ Getting it Right First Time’.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/127", "label" : {"_value" : "Biography information for Lord Prior of Brampton"} } , "answeringMemberPrinted" : {"_value" : "Lord Prior of Brampton"} , "dateOfAnswer" : {"_value" : "2016-03-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-10T15:21:28.013Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2016-03-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Wound Dressings"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 4 January (HL4800), what evidence they have that suggests that the complexity of choice in wound dressings for nurses and clinicians makes their clinical decisions more difficult and can lead to over-specification and variation in standards of care.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2024", "label" : {"_value" : "Biography information for Lord Hunt of Kings Heath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hunt of Kings Heath"} ], "uin" : "HL6592"} ], "itemsPerPage" : 25, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?tablingMemberPrinted.=Lord%20Hunt%20of%20Kings%20Heath&min-answer.dateOfAnswer=2014-10-29&_page=1&_properties=answer.isMinisterialCorrection,tablingMember.label,answeringDeptSortName,answer.answeringMemberPrinted&_sort=-houseId,-hansardHeading&max-answer.questionFirstAnswered.=2019-04-09T10:38:24.183Z", "page" : 0, "startIndex" : 1, "totalResults" : 966, "type" : "http://purl.org/linked-data/api/vocab#Page"} }
