The Government is committed to ensuring that elections are accessible for all those eligible to vote and has already been working with the RNIB to improve the voting process for voters with sight loss.

It is important for security purposes that a physical poll card is sent to every elector at the property where they are registered, but we have already considered how electoral information might additionally be made available in more accessible format for those who request it.

Returning Officers already publish details of candidates in the order they will appear on the ballot paper online. We will work with partners in the electoral sector to ensure this information is accessible.

The Government will continue to work with the RNIB, the Electoral Commission and other relevant organisations to make blind and partially sighted voters aware of the support available to them at the polling station, and to consider what additional support could be provided to help blind and partially sighted people to vote including by post.

The National Institute of Health and Care Excellence (NICE) recently carried out a comprehensive review of its methods and processes for health technology evaluation to ensure that they were appropriate to emerging new technologies such as advanced therapeutic medicinal products (ATMPs). NICE published its updated health technology evaluation manual in January 2022 and has introduced a number of changes that ensure that its appraisal processes are suitable for emerging new medicines, including a broader severity modifier and changes to better respond to uncertainty. There are no plans for a further assessment of NICE’s processes for evaluating ATMPs.

NICE’s methods and processes have been proven to be suitable for ATMPs where companies are willing to price their products in a way that represents value to the taxpayer. At COP26, the UK announced the £65 million Just Rural Transition Support Programme to support developing countries design and implement approaches that help farmers build resilience and drive investment into more sustainable methods of agriculture. This builds on £9 million of current UK Government support to the Just Rural Transition which is helping countries to take initial steps to implement sustainable land use policies and practices. This is also a priority domestically. Following our exit from the European Union, England has begun a programme of ambitious agriculture reform. This new policy will, over a gradual transition period, phase out the area-based EU style subsidies and instead introduce a package of voluntary grants and continuous payments which reward farmers for environmental outcomes, increase productivity and support investment in technology.

It is clear that global food and agriculture systems are central drivers of climate change, contributing up to 33% of global Greenhouse Gas Emissions and are the leading driver of biodiversity loss. Through the COP26 campaign on Accelerating Transition to Sustainable Agriculture, the UK COP Presidency raised visibility and mobilised action for transformation in agriculture, land use and food systems, essential to ensure sustainable food production for a growing population whilst building resilience for farmers and a just transition to reduce emissions and reversing harmful impacts on biodiversity.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4674", "label" : {"_value" : "Biography information for Vicky Ford"} } , "answeringMemberConstituency" : {"_value" : "Chelmsford"} , "answeringMemberPrinted" : {"_value" : "Vicky Ford"} , "dateOfAnswer" : {"_value" : "2022-10-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-10-25T13:50:02Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2022-10-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Agriculture: Climate Change"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the role of intensive farming in the climate emergency; and what steps the Government will take to transition to sustainable and humane food systems.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3960", "label" : {"_value" : "Biography information for Henry Smith"} } , "tablingMemberConstituency" : {"_value" : "Crawley"} , "tablingMemberPrinted" : [{"_value" : "Henry Smith"} ], "uin" : "59610"} , {"_about" : "http://data.parliament.uk/resources/1277660", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1277660/answer", "answerText" : {"_value" : "
