There is no fixed forward budget for research and development because development expenditure is mostly part of the equipment programme applied as needed against the development requirements of individual projects. The government will dedicate 1.2% of its growing Defence budget to the Defence Science and Technology Programme, the centralised research budget, under the Department's Chief Scientific Adviser.<\/p>"}

The Department has not undertaken a review of NHS physiotherapy service provision. However, scoping work has started regarding the ability for patients to self-refer to musculoskeletal physiotherapy within primary care.<\/p>
The provision of physiotherapy, as for all health services is decided by local clinical commissioning groups (CCGs) and it will take into account the needs of the population overall. The CCG\u2019s decisions are underpinned by clinical insight and knowledge of local healthcare needs. As such, provision of services will vary in response to local needs.<\/p>
As defined in the NHS Constitution, patients have the right to expect to be seen and treated within national operational standards ensuing timely diagnosis and treatment, equality of care and patient choice.<\/p>
The 18 weeks commitment is a universal right. This commitment should be delivered for every patient, in every specialty and in every organisation unless the patient chooses otherwise or it is not in their best clinical interest.<\/p>
In June this year, NHS England, Monitor and the Trust Development Authority jointly wrote to CCG Accountable Officers and Clinical Leaders and Chief Executives of NHS Providers setting out the changes to the Referral to Treatment operational standards and reporting arrangements. The Government wants to deliver a low tax, high wage economy.The personal allowance has been increased from £6,475 in 2010-11 to £10,600 in 2015-16, and the headline rate of corporation tax has been cut from 28 per cent to 20 per cent since 2010.<\/p>
The Government has committed to going further in this parliament by raising the personal allowance to £12,500 and the higher rate threshold to £50,000.Corporation tax will be cut to 18 per cent by 2020, benefitting over a million companies.<\/p>
Due to the strength of our economy, tax receipts are growing strongly. Onshore corporation tax receipts have risen nearly 30% since 2010.Income tax receipts are £8bn higher in the first 10 months of 2015 compared to the first 10 months of 2014. In its most recent Economic and Fiscal Outlook the Office for Budget Responsibility have raised their forecast for receipts over the parliament.<\/p>
At the same time the government has taken a number of steps to clamp down on avoidance and evasion. For instance it will invest over £800m in HM Revenue and Customs to help them to tackle evasion and non-compliance over the course of the parliament. These measures are forecast to raise £7.2bn by 2020-21.<\/p>
