BT\u2019s Digital Voice rollout relates to the Public Switched Telephone Network (PSTN) migration. The PSTN is a privately-owned network and the upgrade to digital voice services is an industry-led process. Consumers will be migrated to digital voice services by 2025. We remain engaged with Communications Providers including BT to monitor their migration processes. We want to ensure that consumers including the most vulnerable are protected and prepared for the upgrade.<\/p>
Copper switch off, or the retirement of fibre-to-the-cabinet (FTTC) broadband services, is a separate process. Ofcom, the UK\u2019s telecommunications regulator, will monitor and oversee the withdrawal of copper services. FTTC broadband services will continue to operate after the PSTN has been replaced.<\/p>
In Volume Three of Ofcom\u2019s Wholesale Fixed Telecoms Market Review 2021-26 (WFTMR), it set out some criteria by which it will allow Openreach to decommission the copper-based network in future, however Ofcom has also decided it is currently too early in the migration process to define the conditions that will trigger the complete deregulation of the copper network. The Online Safety Bill was introduced to Parliament on 17 March. The Bill will require user-to-user and search services to tackle illegal content on their sites.<\/p>
Revenge and extreme pornography will be listed as priority illegal offences in the Online Safety Bill. This means that companies will need to have proportionate systems and processes in place to seek out and remove this type of content or face regulatory enforcement action.<\/p>
Providers of services which are likely to be accessed by children will also have additional duties to protect children from harmful and age-inappropriate content such as pornography, even if it is not illegal. In his role as liquidator of Carillion, the Official Receiver is an officer of the court and is independent of government. The liquidation process for such a complex and interconnected group of companies will take some time, as will gathering in full information regarding the creditors of the companies.<\/p>

We are carefully monitoring the situation and we have established a Taskforce with industry and unions to actively monitor the impact on SMEs and the supply chain, and to assess the action that can be taken to mitigate these effects. The Taskforce has delivered a range of supportive measures.
