NHS England commissions treatments that have either been approved via the National Institute for Health and Care Excellence technology appraisal process or NHS England\u2019s clinical commissioning development process. Building on the recently enacted Economic Crime (Transparency and Enforcement) Act, the Economic Crime and Corporate Transparency Bill will bear down on kleptocrats, criminals and terrorists who abuse our financial system, strengthening the UK's reputation as a place where legitimate business can thrive while driving dirty money out of the UK. It will include reform of Companies House, reforms to prevent abuse of limited partnerships, additional powers to seize suspect cryptoassets more quickly and easily, and reforms to give businesses more confidence to share information in order to tackle money laundering and other economic crime.<\/p>

My right hon. Friend, the Deputy Prime Minister, is giving Strategic Lawsuits Against Public Participation (\u2018SLAPPs\u2019) and libel reform in UK courts urgent consideration in light of reports that Russia and its allies may be funding litigation against free speech in the UK.<\/p>

<\/p>

An urgent call for evidence was launched in response to the challenges presented by the increasing use of SLAPPs \u2013 Strategic Lawsuits Against Public Participation.<\/p>

<\/p>

The call for evidence set out options for possible reforms and sought views on those proposals. It also invited those who have been subject to SLAPPs or who have an interest to share their experiences and the impact on them.<\/p>

<\/p>

The call for evidence closed on 19 May and the Ministry of Justice, working with several other Government departments and regulators, are considering the options for reform. The "France-United Kingdom: for strengthened cooperation between our local authorities" competition launched in 2019, reflecting the UK's support for local cooperation with France. The relationship between our two countries goes far beyond London and Paris, spanning a wide range of issues from trade to science and culture. That is why, following the first UK France Mayors Summit in 2019, the British Embassy in Paris made available £22,000 to fund three innovative and impactful projects (four others were funded by the French government).<\/p>

The UK fund supported:<\/p>

· A workshop between Greater Manchester and Montpellier. A delegation from Greater Manchester local authority visited and met Montpellier's local elected officials to combine their international expertise on health innovation, particularly for an ageing community. The visit led to further exchanges between the municipal teams.<\/p>

· A partnership between Glasgow and Marseille. The project was led by Theatrum Mundi, a London-based professional network of urbanists and artists. The project aimed to build links between Glasgow and Marseille around shared challenges in the way culture is supported by urban planning. The project led to the publication of a report collecting their findings following a two-week research project in both cities.<\/p>

· A partnership between Kent County Council and Pas de Calais department. This project launched a new interregional committee led by the two local authorities to support resilience and prosperity in the areas surrounding Calais and Dover. It was the first major regional cross-border cooperation event. The information requested could be provided only at disproportionate cost as central records are not kept for all aspects of the management of prisoners sentenced to an indeterminate sentence of Imprisonment for Public Protection (IPP).<\/p>

HM Prison and Probation Service (HMPPS) and the Parole Board will continue to work together to improve the progression of IPP prisoners. This group continue to achieve release in high numbers, with 576 first time IPP releases in 2016, the highest figure since the sentence was introduced.<\/p>

HMPPS will continue to invest in interventions to assist prisoners to both reduce their risk and demonstrate such progression to the Parole Board. However, it is important to remember that it is not mandatory for IPPs to complete accredited offending behaviour programmes in order to achieve release. The British Government understands the importance of reparations for victims and survivors of sexual violence who often cite this issue as key to their social, psychological and economic recovery. We strongly supported the launch of new Guidance from the UN Secretary General on reparations for conflict related sexual violence at the Global Summit to End Sexual Violence in Conflict, hosted by the UK on 10-13 June. This included a specific session on reparation schemes in post conflict settings. We firmly support the participation of survivors in determining appropriate reparations and believe reparations should not only focus only on financial compensation but also the dignity, social status and health of victims.<\/p>

The UK is also an active supporter of the International Criminal Court's (ICC) Trust Fund for Victims (TFV). The TFV was established under the Rome Statute to support victims and to help build lasting peace and reconciliation in war torn societies \u2013 such as the Democratic Republic of Congo.
