As the responsible Minister for leading the work on the mental health of all our serving and former Serving personnel, I take this matter extremely seriously.<\/ins><\/p>

The Ministry of Defence continues to monitor the long-term impact of operational deployments. A study mapping the mortality rates and causes of death, including suicide, of military personnel who served since 2001, including those who served in Iraq and Afghanistan, is underway. The focus of this study is to understand the long-term impact of military service. It will compare findings with the general population.<\/p>

<\/p>

The Defence Suicide Register has also been launched. This is an ongoing Defence-led project to provide an evidence-base specific to Serving personnel by better understanding circumstances surrounding individual deaths. It draws together information from multiple data sources across Defence, enabling internal analysis across organisational boundaries to inform evidence-based prevention, intervention, and postvention activity.<\/p>

<\/p>

Research suggests that the risk of suicide in our veteran population as a whole is no higher than that in the general population. However, it suggests that certain younger cohorts of veterans may be at a higher risk. The Office for Veterans\u2019 Affairs is working across Government and with civil society to ensure veterans have access to the health support they need.<\/p>

For far too long, violence against women and girls has been treated as an inevitability rather than the national emergency that it is. Our mission is to halve violence against women and girls within a decade, using every tool at our disposal to protect victims and to get dangerous offenders off the streets.<\/del><\/p>

That must start with drastically improving the policing and criminal justice response, ensuring that every force has the specialist capability to respond swiftly and robustly to these devastating crimes, and we will be bringing forward plans shortly to drive up standards across policing.<\/del><\/p>

It is essential that the public can have confidence in the police; the government has committed to restoring confidence in policing to record levels, alongside halving violence against women and girls and halving knife crime over a decade. As part of our health mission, the Government is committed to ensuring people live well for longer. This includes tackling the determinants that underpin stark health inequalities, to halve the gap in healthy life expectancy between the richest and poorest regions.<\/p>

We are working closely with local Directors of Public Health to ensure the ring-fenced Public Health Grant funds evidence-based activity to improve health and tackle health inequalities. The grant allocated to the Dudley Metropolitan Borough Council for 2024/25 was £23,251,698. In addition, £1,221,970 was allocated to invest in drug misuse services. Dudley is one of 75 local authorities with high levels of deprivation receiving funding to improve outcomes for families with babies as part of the £300 million Family Hubs and Start for Life Programme. <\/ins>The council also receives funding, £1,533,953 from 2023/24 to 2024/25, for the Family Hub and Start for Life Programme. This programme is creating a network of family hubs with services that support families from conception to the age of two. <\/del><\/p>

We are also working alongside NHS England Midlands and the Black Country Integrated Care System to support a range of local initiatives and to embed the Core20PLUS5 approach, focused on clinical areas with the most need of accelerated improvement in the poorest 20% of the population and other underserved population groups identified locally. Non-professional performing arts activities such as choirs are currently permitted outdoors, within the legal gathering limits. People should only take part in non-professional performing arts activities outdoors in groups of up to 6 people, or as a group of 2 households. A group made up of 2 households can include more than 6 people, but only where all members of the group are from the same 2 households (each household can include an existing support bubble, if eligible). Social distancing should be maintained between people who do not live together or share a bubble.<\/p>

Non-professional activity indoors is not permitted indoors at this time. The intention is that this will be permitted from Step 3 of the Roadmap (no earlier than 17 May). This is subject to review and further guidance will be provided in advance of step 3.<\/ins><\/p>

Rules on outdoor singing for non-professionals will be relaxed at Step 3 of the roadmap and no earlier than 17 May, in line with the changes to social contact limits and wider performing arts activity restarting. Amateur singing indoors, is expected to return at Step 4 of the Roadmap and no earlier than 21 June.<\/del><\/p>

COVID-19 spreads from person to person through small droplets, aerosols and through direct contact. Singing, playing some musical instruments, shouting and physical activity increases the risk of transmission through small droplets and aerosols. The cumulative effect of aerosol transmission means the more people involved, the higher the risk of transmission. This means that it is currently important to limit the total number of individuals involved in singing as far as possible.<\/p>

FCDO is unable to provide details of 2020/21 Official Development Assistance (ODA) spend on Climate and Biodiversity at this stage. Defra is committed to improving our water environment and reducing the impact of excess nutrients, including on the River Wye.<\/ins><\/p>

Natural England, the Environment Agency and other partners, including Natural Resources Wales, have been working together through a Nutrient Management Board to find effective solutions and document these through an action plan which is currently being drafted. This will identify measures needed to both restore the site to favourable condition and seek to create capacity for development, without harming the natural environment.<\/ins><\/p>

<\/p>

Additionally, since 2016 the Environment Agency has been undertaking a significant amount of agricultural compliance and regulatory activity using satellite technology to identify and target locations at high risk of contributing to nutrient and soil pollution. This has been backed up by an extensive programme of advisory and support work delivered by Catchment Sensitive Farming and catchment partners such as the Wye and Usk Foundation and Herefordshire Wildlife Trust to improve agriculture sources of pollution to the River Wye.<\/ins><\/p>

<\/p>

Furthermore, there is work underway to tackle phosphate pollution from waste water treatment in the River Wye through catchment partnerships. The Nutrient Management Board, Dwr Cymru Welsh Water and the recently announced Storm Overflows Task Force will seek to make further improvements in this space.<\/ins><\/p>

I accept that there is more to be done. As this is a devolved matter I, and officials in my department, remain engaged with our Welsh counterparts to align efforts on cross-border pollution issues and monitor progress closely.<\/ins><\/p>

<\/p>

I have been informed by Natural England that the section of the River Wye in Gloucestershire is not in unfavourable condition and therefore the implications of the ruling in the Dutch Nitrogen case do not currently apply in this area. However, we are working across Government to address the issues arising out of the ruling and the subsequent requirement for development to achieve \u2018nutrient neutrality.\u2019<\/del><\/p>

<\/p>

<\/p>

I co-chair a Task-force with Minister Pincher bringing together Defra, MHCLG, Natural England and Environment Agency officials to develop a clear action plan to tackle the issue. The aim of this group is to both ensure housebuilding can proceed near our most important protected areas whilst not negatively contributing to their condition, and develop long term solutions to the underlying issue of the condition of protected sites such as the River Wye/Lugg.<\/del><\/p>

<\/p>

In Herefordshire, Herefordshire Council has developed its wetlands scheme and is commissioning the drafting of an \u2018Interim Delivery Plan\u2019 which includes a Phosphate Calculator, with advice from Natural England. This will assist in the development of mitigation options in catchment. Similar schemes are underway at other currently affected sites and are moving forward, such as agreed mitigation being in place for the River Avon SAC.<\/del><\/p>

<\/p>

Furthermore, Natural England\u2019s guidance to local authorities is being updated and they are working closely in catchments such as that of the River Wye and Lugg to share details of this ongoing work. We will continue to support developers and local authorities to meet the requirement for nutrient neutrality. We are also working to identify strategic actions to improve the overall condition of the sites and bring them back into a favourable condition.<\/del><\/p>

<\/p>

In Herefordshire, this will include working with Welsh Government and their agencies. I have written to the Welsh Government Minister for the Environment to signal the need to work closely on this issue. Natural England and the Environment Agency, together with Natural Resources Wales and Herefordshire Council, will continue to work together to identify the measures to restore the site to favourable condition, and on creating capacity for development.<\/del><\/p>

<\/p>

The requirement for nutrient neutrality will not affect current levels of Phosphate discharge to the river but it will avoid any further deterioration caused by additional nutrient pollution from waste water at these sites. The Nutrient Neutral approach, once mitigation has been agreed at particular sites, will allow for housebuilding to resume without causing this additional deterioration.
