Professor Lord Darzi’s report sets out that the United Kingdom has higher mortality from cancer than neighbouring countries, the Nordic countries, and other English-speaking countries, using data published by the Organisation for Economic Co-operation and Development. His report also uses the latest data from the International Cancer Benchmarking Partnership to show that five-year survival for common cancers is below that of comparable countries.

The Department remains committed to improving cancer survival rates by hitting all National Health Service cancer waiting time targets within five years, so no patient waits longer than they should.

We will get the NHS diagnosing cancer on time, diagnosing it earlier, and treating it faster, and we will improve patients’ experience across the system.

The findings of Professor Lord Darzi’s independent review will feed into the Government’s 10-year plan to build a health service that is fit for the future. We are considering how a long-term strategic approach to cancer would best fit in with the 10-year plan.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/347", "label" : {"_value" : "Biography information for Baroness Merron"} } , "answeringMemberPrinted" : {"_value" : "Baroness Merron"} , "dateOfAnswer" : {"_value" : "2024-09-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-09-20T11:23:07.793Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-09-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cancer: Health Services and Mortality Rates"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what assessment they have made of the findings in the review by Lord Darzi of Denham Independent Investigation of the National Health Service in England, published on 12 September, that (1) "cancer care lags behind other countries", and (2) "the UK has appreciably higher cancer mortality rates than other countries"", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL1090"} , {"_about" : "http://data.parliament.uk/resources/1677561", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1677561/answer", "answerText" : {"_value" : "

Those who apply to the British National (Overseas) (BN(O)) route from overseas should not travel to the UK until they have received a decision on their application. Most individuals who hold a BN(O) or Hong Kong Special Administrative Region passport will be able to apply to the BN(O) route without needing to attend a visa application centre by using the UK Chip Checker smartphone application.

In most cases, a person with a pending asylum claim can make an application to the BN(O) route, but all applications will need to meet the relevant requirements to be granted, including the suitability requirements. The Home Office is aware of the issues some individuals have faced when switching into the BN(O) route since it was amended to allow adult children of BN(O) status holders who were born after the handover of Hong Kong to apply independently of their parent, and we are looking into these cases.

Recent published data shows that in Quarter 2 of 2023, 98.58% of leave to enter cases and 98.35% of leave to remain cases classed as straightforward were decided within the service standard of 12 weeks.

The sharp increase in small boat crossings and the pandemic has meant increased use of contingency accommodation to meet our legal duty to provide accommodation to destitute asylum seekers, which is costing the UK taxpayers almost £5million a day, every day.

The Home Office is looking at proposals to establish a new asylum accommodation centre at RAF Linton-On-Ouse, North Yorkshire. This would support our response to the increasing pressures on the UK asylum system.

Ministers have not taken any final decision to accommodate asylum seekers at RAF Linton. Should it be progressed, the site would provide safe and cost-effective accommodation to asylum seekers who would otherwise be destitute

We will be able to assess value for money once we have received firm bids for the provision of the service, but we anticipate being able to generate cost savings.

Throughout the pandemic, the Government has sought to protect people’s jobs and livelihoods while also supporting businesses and public services across the UK.

The Government put in place an economic package of support totalling £352 billion through the furlough and self-employed income support schemes, support for businesses through grants and loans, business rates and VAT relief.

At the Budget, the Chancellor announced a generous extension of economic support to reflect the easing of restrictions and enable the private sector to bounce back as quickly as possible. As the Chancellor put it in his Budget speech: “we’re going long, extending our support well beyond the end of the Roadmap to accommodate even the most cautious view about the time it might take to exit the restrictions”.

The Recovery Loan Scheme (RLS) announced at Budget 2021 ensures lenders continue to have the confidence to lend, ensuring viable businesses, including small businesses, continue to have access to Government-backed finance needed throughout 2021. The scheme launched on 6 April 2021, following the closure of the emergency schemes to new loan applications on 31 March 2021, and will run until 31 December 2021. The scheme operates UK-wide, providing an 80% guarantee to lenders for term loans, overdrafts, and invoice and asset finance.

At Budget, it was also announced that local authorities in England will receive a top-up worth a total of £425m to the Additional Restrictions Grant (ARG) fund. This, combined with the £1.6 billion previously allocated, means local authorities will have received over £2bn of discretionary grant funding to support businesses which are not eligible for Restart Grants but which are nonetheless experiencing a severe impact on their business due to public health restrictions. Nearly half of the £2bn is still with local authorities and yet to be allocated.

The Coronavirus Job Retention Scheme (CJRS) was introduced to help employers whose operations have been severely affected by coronavirus to retain their employees and protect the UK economy. All businesses across the UK can access the scheme, with employees receiving 80% of their usual salary for hours not worked, up to a maximum of £2,500 per month. At Budget the government extended the CJRS until the end of September 2021, to support businesses and employees through the next stage of the pandemic. The economy now is in a stronger position than it was last autumn, when businesses also contributed up to 20 per cent of wage costs.

In line with the extension to the CJRS, the government announced at Budget 2021 that the Self-Employment Income Support Scheme (SEISS) will continue until September, with a fourth and a final fifth grant. This provides certainty to business as the economy reopens and means the SEISS will continue to be one of the most generous schemes for the self-employed in the world.

To further support small businesses to prosper after Covid, and improve their growth, productivity and resilience, the government is introducing the £520m Help to Grow programme. Announced at Spring Budget, Help to Grow will support over 100k SMEs to improve their management practices through world-class training delivering through UK’s leading business schools, and digital adoption through a new online platform and voucher. Eligible businesses will be able to get 50% off the costs of pre-approved software up to £5,000.

As restrictions have been lifted, it is right that we ask employers to contribute more to strike the balance between supporting the economy as it opens up, continuing to provide support and protect incomes, and ensuring incentives are in place to get people back to work.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4689", "label" : {"_value" : "Biography information for Lord Agnew of Oulton"} } , "answeringMemberPrinted" : {"_value" : "Lord Agnew of Oulton"} , "dateOfAnswer" : {"_value" : "2021-06-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-06-28T10:50:46.607Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2021-06-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Small Businesses: Government Assistance"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the recent report by Simply Business The impact of Covid-19 on UK small business, published on 9 June; and what assessment they have made of the finding that 81 per cent of small businesses do not feel they have received enough support from government.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL1090"} , {"_about" : "http://data.parliament.uk/resources/753944", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/753944/answer", "answerText" : {"_value" : "

Ministers routinely meet nursing leaders and discuss a range of issues, including recruitment and retention of nurses and midwives.

The Government remains committed to reforming nursing, midwifery and allied health pre-registration education and increasing the number of places available for students so that two in three nursing applicants are no longer turned down for a place; at the same time ensuring these students have more money available to them while they study.
