The UK has contributed over £190 million to support refugee and host communities in Lebanon since the Syria crisis began. In Tunisia we have committed £22 million to support political and economic development since the revolution in 2011. Both countries receive significant EU funding. Tunisia has been allocated up to \u20ac886 million from the European Neighbourhood Instrument (ENI) for 2014-2020, and \u20ac16 million from the European Instrument for Democracy and Human Rights (EIDHR), the Instrument Contributing to Stability and Peace (IcSP), the Non State Actors programme, the Civil Society Facility and ENI thematic instruments. Lebanon has an allocation of up to \u20ac385 million from the ENI for 2014-2020. In addition, Lebanon has been allocated a further \u20ac449.4 million in support from both the ENI and the IcSP to help it respond to the effects of the crisis in Syria. The Directorate General of the European Commission for Humanitarian Aid and Civil Protection is also providing \u20ac172.3 million for humanitarian assistance in Lebanon, with the EIDHR providing \u20ac2.4m for 2014-2017. Both countries can also benefit from long-term loans and risk capital facilities, provided and managed by the European Investment Bank.<\/p>"}

In its November 2014 policy statement, the FCA set out there has been substantial progress made by the payday industry, with \u201cthe vast majority of the market now participating in real-time data sharing\u201d. If the listed asset comes up for sale, local community groups can \u2018pause\u2019 the sale for a period of time in order to raise the finance to make a bid to buy it.<\/p><p> <\/p><p>In February, the Department held a green spaces seminar to explore barriers to pursuing innovative solutions to protecting green spaces and to consider what actions central government might usefully take to help remove some of these. The National Trust attended this seminar and presented the approach they are exploring in partnership with Sheffield City Council to create an endowment fund for the city\u2019s parks. This work is being pursued as part of the £1 million Rethinking Parks project initiated by Nesta, Heritage Lottery Fund and the Big Lottery.<\/p>"}

All research proposals must meet a set of criteria agreed with Ministers before they can go to tender. These are:<\/p><ol><li>Is the project endorsed by Ministers or senior officials or is the proposal something the Department needs to or is reasonably expected to do?<\/li><li>Does the project need to be commissioned now or can the work be deferred to a later date?<\/li><li>What is the justification for this work?<\/li><li>Is the project value for money and is the Department\u2019s share of the cost reasonable?<\/li><\/ol><p> <\/p><p>Ministers scrutinise prospective research proposals at an early stage which allows them to influence the research proposal and ensure external commissions meet the Department\u2019s priorities and provide value for money.<br><br><\/p><p> <\/p><p>Fully-developed research proposals are scrutinised by the Department\u2019s Research Gateway panel \u2013 which comprises the Heads of Analytical Profession and senior representatives from Finance and Procurement. This panel reviews the proposed research methodologies, costs and procurement strategy to ensure these are necessary and the commission will deliver robust results at reasonable cost to the tax-payer.<br><br><\/p><p> <\/p><p>Project officers are challenged by the panel to justify the need for the work, the proposed cost and the expected outputs. The panel routinely encourages the use of innovative research methods to drive costs down. Opportunities for co-funding are routinely investigated before research contracts are procured.<br><br><\/p><p> <\/p><p>Following approval by the Research Gateway, research proposals are then sent to Ministers for final approval to proceed to procurement. This offers Ministers a further opportunity to ensure that external research commissions are meeting their criteria to deliver robust and cost-effective results.<br><br><\/p><p> <\/p><p>I would add that the last Administration spent £25.6 million on research projects that were commissioned but not published before May 2010, and many of those projects did not represent value for money for taxpayers - as evident by the fact that many were unpublished for years.<\/p>"}
