As I said to the House at Committee Stage for the Safety of Rwanda (Asylum and Immigration) Bill on 19 February, Noble Lords will be aware that we have provided Rwanda with £220 million as part of the economic transformation fund and £20 million as an advance credit to pay for operational costs in advance of flights commencing. The spend on the MEDP with Rwanda so far is £240 million.<\/p>

We anticipate providing another £50 million in the next financial year. This is not new but follows the same arrangement from 2022.<\/p>

Rwanda did not ask for money to sign the treaty, nor did we offer it. However, it is right and proper that there is funding to reflect the additional costs in the future. The Government are already committed to disclosing further payments made as part of the economic transformation fund and the per-person relocation costs as part of the department\u2019s annual accounts in the normal way.<\/p>

The UK notes the abuse of migrants and refugees in Libya and the inhumane conditions in detention centres. The Independent Fact-Finding Mission on Libya is assessing human rights abuses and violations in detention centres. The UK co-sponsored the renewal of the Fact Finding Mission's mandate in July. We continue to urge the interim Government of National Unity to take steps to end the exploitation and abuse of migrants and to implement a better functioning system that respects human rights. The effects of climate change, including sea level rise, are considered and adapted to throughout the lifetime of nuclear power stations from design and construction, through operation and on to decommissioning.<\/p>

<\/p>

The UK\u2019s robust regulatory framework is designed to accommodate changes in science and expert guidance, whilst ensuring appropriate assessment of the specific operating lifetime of individual stations.<\/p>

<\/p>

Whilst the National Policy Statement sets out the siting framework and criteria (including flood and coastal erosion risks), all stations will require planning permission and environmental permits from the Environment Agency and safety licensing from the Office for Nuclear Regulation (the ONR) throughout their lifetime. This will require strong evidence from licence holders to demonstrate that the effects of climate change have been thoroughly evaluated and can be managed over the lifetime of stations.<\/p>

From September 2020, it will be compulsory for all primary schools to teach relationships education and for all secondary schools to teach relationships and sex education. Health education will be compulsory in all state-funded schools. These subjects directly support the government\u2019s ambitions to end discrimination against women and girls.<\/p>

Pupils will be taught about stereotypes, consent, mutual respect, management of conflict, sexual violence and laws relating to sex, relationships and young people in an age-appropriate way.<\/p>

<\/p>

The department\u2019s careers strategy is clear that positive steps are being taken to tackle gender stereotypes in schools. For example, we are exploring how to close the gender divide in science, technology, engineering and mathematics (STEM) across educational and professional routes, such as through STEM apprenticeships and the new T levels.<\/p>

We are funding gender balance programmes in physics and computing which aim to identify practical interventions that schools can implement to improve girls\u2019 participation in these subjects.
