The NHS Vaccination Strategy outlined the intention to explore whether centralising the procurement and supply of adult flu vaccines could deliver better outcomes and address the existing clinical, operational, and financial challenges associated with local procurement. In conjunction with our partners, we have immobilised approximately $280 billion of the Russian Central Bank\u2019s (CBR) foreign currency reserves globally. The CBR\u2019s assets are not subject to an asset freeze but have been immobilised in the UK as it is prohibited to provide financial services in respect of these assets. HM Treasury is working closely with relevant authorities to map the scale and nature of these assets.<\/p>

The Government will legislate to require persons to inform HM Treasury if they hold any foreign exchange reserves or assets in the UK on behalf of the Central Bank of Russia, Russian Ministry of Finance or Russian National Wealth Fund.<\/p>

The table below provides the number of people killed by offenders who were at the time on licence for an earlier homicide offence, for which they had served a prison sentence and been released. As they were on licence, when they were charged with a new offence of killing [homicide], it would have generated a formal serious further offence (SFO) notification to HM Prison and Probation Service (HMPPS), and the number in each calendar year reflects the year in which HMPPS received the notification. The answer interprets homicide to include offences of murder, manslaughter, death by dangerous driving and death by careless driving when under the influence of drink or drugs.<\/p>

Data are not available on offenders with a previous conviction for homicide who had completed their sentence and associated statutory probation supervision by probation and then went on to commit a further homicide.<\/p>

SFOs are rare. Fewer than 0.5% of offenders under statutory supervision are convicted of serious further offences. Nonetheless every single serious further offence is taken extremely seriously, and in all cases a review is carried out to identify any lessons for the better management of future cases.<\/p>

    Government recognises the Retail Sector is changing. We are committed to helping communities adapt and also supporting all parts of the retail sector during this change.<\/p>

    The industry-led Retail Sector Council provides a single source of strategic liaison between BEIS, on behalf of all relevant government departments, and retailers. All retail activity in the UK, including small independent shops, is represented on the Council.<\/p>

    The Council aims to accelerate positive change, increase the productivity of the sector, and ensure the sector remains robust and sustainable to continue providing a beneficial service to consumers and the community.<\/p>

    We have announced a £3.6 billion Towns Fund, including an accelerated £1 billion Future High Streets Fund, which will support local areas in England to renew and reshape town centres and high streets in a way that improves experience, drives growth and ensures future sustainability. We are promoting small independent shops through initiatives such as the Great British High Street Awards, which has been won by Welsh High Streets for the past two years.<\/p>

    We are also supporting local leadership with a High Streets Task Force, giving high streets and town centres expert advice to adapt and thrive.<\/p>

    For one year from 1 April 2020, eligible small retailers will benefit from a 50% retail discount off their business rates bills. This is an increase on the one third off bills available through the retail discount scheme in 2019/20.     The Fundamental Rights Agency (FRA) provides assistance and advice on fundamental rights issues to the EU institutions and to Member States when implementing Union law. The FRA is also tasked with promoting fundamental rights within the EU, which it does through the collation, analysis and dissemination of data on fundamental rights across the Member States. As the Balance of Competencies Review in 2014 showed, a small number of UK NGOs have used FRA data to support their work.<\/p>

    The UK contributes to the FRA budget through its contribution to the overall EU budget. The FRA\u2019s budget for 2017 is 22.7 million euro. While civil service time is spent dealing with FRA reports and activities, time costs are not logged on this basis.
