The issue of cages for farmed animals is one in which the government is taking a close interest. We have already banned cages or close confinement systems where there is clear scientific evidence that they are detrimental to animal health and welfare. We banned the keeping of calves in veal crates in 1990, sixteen years before the rest of the EU. We banned the keeping of sows in close confinement stalls in the UK in 1999, and conventional battery cages for laying hens in 2012. I am pleased that the UK has by far the largest free range laying hen sector of any EU country, with over 50% of our hens kept in free range systems.<\/p>
<\/p>

Legal aid can be provided if the matter or issue in question is within scope of the legal aid scheme, as defined in the Legal Aid, Sentencing and Punishment of Offenders Act 2012 (LASPO).<\/p>
<\/p>
Legal aid is available for advice and assistance for all inquests, subject to a means and merits test. Legal aid funding for legal representation for a family, during an inquest hearing, is not in scope of LASPO. However, families are supported by coroners who can ask questions on their behalf to help them get the answers they need and we are developing a range of measures to improve this service further.<\/p>
<\/p>
The Government recognises that for certain inquests, bereaved people may require representation; legal aid may therefore be available, through the Exceptional Case Funding scheme, if certain criteria are met:<\/p>
<\/p>
(a) if a failure to provide such representation would breach, or likely risk a breach of, the government\u2019s obligations under the European Convention of Human Rights; or<\/p>
(b) where the Director of Legal Aid Casework (DLAC) makes a determination that there is a \u2018wider public interest\u2019 in legal representation being granted.<\/p>
<\/p>
All individual case funding decisions are taken by the Legal Aid Agency (LAA). It is important that these decisions are, and are seen to be, free from political and Government influence.<\/p>

The venture capital tax reliefs are intended to incentivise investment in higher risk companies who struggle to access finance. Energy generation was excluded from these schemes in 2016 in response to evidence of such investments being used for tax planning purposes. Heat networks are an important part of the Clean Growth Strategy and we expect them to play an important role in the long-term decarbonisation of heat. We are committed to this within a framework that protects consumers and supports market growth.<\/p>

In December 2018, the Government set out our intention to introduce regulation of heat networks and published our priorities for the sector \u2013 protecting consumers; building investment and maximising the decarbonisation benefits of heat networks. This built on recommendations by The Competition and Market Authority.<\/p>
<\/p>
We expect to consult on more detailed policy proposals later this year. The reforms to the Social Fund in 2013 allowed local authorities in England and the devolved administrations in Scotland and Wales to deliver their own local provision for people who are in need of urgent help. Local authorities are best placed to decide how to promote and target flexible help to support local welfare needs. The Government has no further plans to review provision.<\/p>

The Local Government Finance Settlement for 2015-16 identifies a notional amount relating to local welfare provision in each upper-tier and unitary authority\u2019s general grant, totalling £129.6 million for England. The notional allocation for local welfare provision remains at £129.6 million in England in the Local Government Financial Settlement until 2019/20.
