Since day one, we have been working alongside our allies and partners in the region in support of ongoing negotiations. The UK welcomes the tireless efforts of our partners in Qatar, Egypt and the United States. We need the hostages returned immediately and unconditionally. We must see greater protection of civilians, a rapid increase in humanitarian aid to Gaza, and to enable the UN and humanitarian agencies to be able to operate safely in Gaza. The Government keeps the list of proscribed organisations under close review, as we seek to protect the UK from the threats that we face. However, we do not routinely comment on whether an organisation is or is not being considered for proscription.

Iran’s malign activities, including the activities of the Islamic Revolutionary Guard Corps (IRGC), are unacceptable and will not be tolerated. The UK already maintains sanctions on over 450 Iranian individuals and entities covering human rights abuses, nuclear proliferation, malign influence internationally and state threats, including sanctioning the IRGC in its entirety. The Government will continue to consider what further steps may be taken to deter Iran’s malign activity.

The National Security Act 2023 provides another significant toolkit in the fight against individuals working for state entities like the IRGC. We are committed to giving British creators increased security at work and providing the creative industries with a regulatory and fiscal environment where their imagination and innovation can flourish.

A significant proportion (28%) of the creative industries workforce is self-employed. As outlined in the Plan to Make Work Pay, we will support and champion self-employed workers by strengthening rights and protections to help them thrive. This includes the right to a written contract; action to tackle late payments; and extending health and safety and blacklisting protections to self-employed workers. Self-employed workers will also benefit from our plans to strengthen trade union rights. We will also explore how to implement the targeted and specific manifesto commitments to enhance protections for self-employed workers through consultation.

We are working with creative industry stakeholders to consider the recommendations of the Good Work Review, a sectoral deep dive funded by DCMS into job quality and working practice. This sets out a number of priorities, including developing dedicated support and guidance for self-employed creators. We are working closely with the sector as it responds to these recommendations.

DCMS and its public bodies, including Arts Council England and the British Film Institute, are taking proactive steps to support self-employed workers in the creative industries with Arts Council England supporting more than 1,200 individual practitioners through National Lottery Project Grants totalling almost £30 million, and more than 1,200 individuals through the £14.5 million Developing Your Creative Practice Programme.

Maintained and Academy schools are required to publish special educational needs and disabilities (SEND) information reports according to the Children and Families Act 2014, s69. The specific information required is set out in the SEND regulations 2014 and the SEND code of practice, which can be found here: https://www.legislation.gov.uk/ukpga/2014/6/part/3 and here: https://www.gov.uk/government/publications/send-code-of-practice-0-to-25. The department welcomes the publication of the response to the Big Listen, which stated that Ofsted will consult on introducing a new inspection judgement area for inclusion across education settings. The department will continue to work with Ofsted to consider how outcomes for children and young people with SEND, or in alternative provision, are better reflected in the Education Inspection and the Area SEND inspection frameworks.
In July, my right hon. Friend, the Secretary of State for Education, announced a short review of qualifications reform. The rapid review is focused on Level 3 qualifications currently scheduled to have funding removed on 31 July 2025.
The department understands the need to provide certainty to the sector, students and parents about what qualifications will be available in the 2025/26 academic year.
The department is working as quickly as possible to provide clarity to the sector, which is why we moved immediately to pause the defunding due to happen from August this year and will conclude and communicate outcomes of the review by the end of the calendar year. This will enable schools and colleges to reflect the outcomes of the review in their delivery planning and marketing materials in the new year.
It is also worth noting that large portions of qualifications are unaffected by the review and provide certainty to the sector. These include A levels and T Levels, new alternative academic qualifications, new technical occupational qualifications, and the qualifications in the subjects, routes and qualification types not covered by the defunding lists, including further applied general qualifications.
"}
