The government seeks to ensure that there is a fair and robust migration policy, whilst maintaining the UK\u2019s place as a top destination for the best and brightest students from around the world. The department remains committed to the ambitions set out in the government\u2019s International Education Strategy to host 600,000 international students per year and to increase the value of our education exports to £35 billion per year, both by 2030.<\/p>

The department expects the UK to remain a highly attractive study destination. The UK has four universities in the top 10, and 17 in the top 100. The UK has a highly sought after higher education (HE) experience, which is respected by students across the globe. The department is hugely proud to have met its international student recruitment ambition two years running.<\/p>

However, the level of legal migration remains too high. As a result, on 4 December 2023, the government announced a new package of measures to reduce net migration and curb abuse and exploitation of the country\u2019s immigration system. The department continues to work closely with the Home Office, Department for Business and Trade, and other governmental departments to assess the impact of these changes on HE providers.<\/p>

<\/p>

HE providers are autonomous bodies, independent from government. As such, they are responsible for their own admissions decisions. Traditional prepayment meter customers will automatically receive the same discount per unit of energy as other customers through the Energy Price Guarantee.<\/p>

Ofgem\u2019s rules require energy suppliers to identify and support prepayment meter customers at risk of self-disconnection through the provision of emergency credit and additional support credit. Ofgem has recently undertaken a Market Compliance Review assessing how suppliers support customers in vulnerable situations, including those on prepayment meters. The UK Shared Prosperity Fund (UKSPF), worth over £2.6 billion, will help people access opportunity in places in need, such as ex-industrial areas, deprived towns and rural and coastal communities, and for people in disadvantaged groups across the UK. The funding announced at Spending Review 2021 meets the government's previous commitment to at least match receipts from EU structural funds. Further details about the UKSPF will be set out in due course.<\/p>

Funding equivalent to European Agricultural Fund for Rural Development (EAFRD), including Liaison Entre Actions de Développement de l'Économie Rurale (LEADER) and Growth, has been provided as part of the domestic farm settlement that replaces UK participation in the EU Common Agricultural Policy. The farm settlement is being delivered by Defra in England, and the Devolved Administrations in Scotland, Wales and Northern Ireland.<\/p>

Decisions to use drones and in which circumstances are operational matters for police forces who are subject to the requirements of the Air Navigation Order and Data Protection legislation when operating drones. The Police have not been granted any additional powers to use drones during the Covid-19 pandemic. The Health Protection Regulations 2020 give police the powers they need to enforce compliance with the social distancing measures and all use of police powers must be legitimate, necessary and proportionate.<\/p>

The Civil Aviation Authority have granted the Emergency Services, including the police, an exemption from some of the requirements contained in the Air Navigation Order 2016, to support the enforcement of Government COVID-19 restrictions. These changes do not grant extra powers to police. They relax restrictions in place for operating drones for the specific case of enforcing Covid-19 restrictions. Mitigation for use of the exemption needs to be written into the Operations Manuals of drone teams and use needs to be reported to the CAA on renewal of the permission.<\/p>

The Home Office does not hold any information on the use of drones by other public bodies in relation to Covid-19.<\/p>

The Cabinet Office has provided funding to Local Authorities to reflect the increase in costs of registration under individual electoral registration compared to the previous household system. This means that the cost of individual electoral registration has been borne directly by central Government. The amount of funding provided to local authorities in 2013-15 was some £49 million. This was shared between all Electoral Registration Officers in Great Britain. This sum includes £10 million allocated to boost voter registration during the transition. The Cabinet Office continues to provide funding to assist Electoral Registration Officers with the management of electoral registration.<\/p>

The Electoral Commission was a major supporter of the introduction of individual electoral registration and played an essential role in its successful implementation. The Government removed the system of levels used to report children\u2019s attainment in September 2014. As set out in the report of The Commission on Assessment Without Levels, published in September 2015, levels had come to have a negative impact on teaching and did not provide a suitable means of assessing the attainment of pupils accurately.<\/p>

Levels were only ever intended to be used for end of Key Stage statutory assessment but, over time, they came to dominate all assessment. The decision to remove levels has granted schools the freedom to choose an approach to assessment and reporting that works for their pupils and their curriculum. The report published by the Commission provided helpful guidance and best practice to schools on developing new approaches to assessment and reporting.<\/p>
