The Department uses performance fees to incentivise operators to deliver the right outcomes for passengers.<\/p>

Standards provided at stations and on trains are evaluated through an independent regime, the Service Quality Regime (SQR), so fees are awarded fairly and accurately ensuring value for money for taxpayers.<\/p>

To date no fees have been paid to Avanti under SQR. It is the freedom to think independently, express and challenge ideas, and put forward lawful, new and controversial ideas, that makes our universities world-renowned. These are essential skills in a modern, forward-facing society. It is this freedom that the government strives to protect.<\/p>
The Higher Education (Freedom of Speech) Bill has been introduced for this reason. The bill will strengthen existing freedom of speech duties and directly address gaps within the existing law. The bill also applies the duties directly to students\u2019 unions and constituent colleges, including those at the Universities of Oxford and Cambridge.<\/p>
The changes will introduce clear consequences for breaches of the new duties and ensure that these principles are upheld.<\/p>

We want our prisons to be places where staff and offenders feel safe and where those in our care are challenged and supported to make the most effective use of their time in custody to best prepare them for release.<\/p>
This is why we have committed to the introduction of the new Offender Management in Custody (OMiC) model will improve the way in which we case manage offenders through their sentence and on to release.<\/p>
We have therefore invested £100m to boost the front line by 2,500 prison officers by the end of December 2018. These additional officers will enable us to rollout the OMiC model. We have been clear, as has the UN Security Council, that Daesh represent a threat to international peace and security. The UK has a shared interest with Libya and her neighbouring countries in the fight against terrorism, and we are committed to working together with them in a number of areas to combat the terrorist threat, including the risk that some Daesh fighters may seek to relocate from Sirte. Egypt is a vital partner in bringing peace and stability to Libya. As well as cooperating on counter-terrorism, we hold regular discussions on tackling the terrorist threat emanating from Libya, and are sharing expertise on border security. We are working with the Tunisian Government, in concert with other international partners, to secure the Libyan-Tunisian border.
