The Ministry of Housing, Communities and Local Government, the Ministry of Justice, and the Home Office carried out a joint consultation on the effectiveness of powers for dealing with unauthorised development and encampments.<\/p>
All government departments have an ongoing responsibility to meet the Public Sector Equalities Duty (PSED) under the Equality Act 2010. As such, when formulating any policy changes following the consultation, ministers must have due regard to the three limbs of the PSED: (1) eliminate discrimination, harassment, victimisation and any other conduct prohibited by the Act, (2) advance equality of opportunity between persons who share a relevant protected characteristic and those who do not, and (3) foster good relations between people who share a protected characteristic and those who do not.<\/p>"}

This Government is committed to fully involving Gibraltar as we leave the EU together. Most recently, DExEU Secretary of State, Steve Barclay, and I met the Chief Minister of Gibraltar, Fabian Picardo, on 5 December, and the Prime Minister met him on 15 November. We also meet regularly in the Joint Ministerial Council, our primary forum for engagement, which has met seven times since the referendum.<\/p>
Chief Minister Picardo observed in his statement on 23 October that we have worked \u201chand in glove\u201d throughout the negotiations on Withdrawal. To increase transparency and accountability, from April 2019 academy trusts will be required to declare all Related Party Transactions (RPTs) and to seek the Education and Skills Funding Agency\u2019s (ESFA\u2019s) approval for any worth over £20,000.<\/p>
<\/p>
Individual trusts\u2019 accounts for 2017-18 are not due to be submitted to the Department until early 2019 and, therefore, the information on numbers of RPTs worth over £20,000 for 2017-18 will not be published. The new process from April 2019 will allow the Department to report on sector-wide RPT use, including volumes of RPTs worth over £20,000.<\/p>
<\/p>
A dedicated team has been established to administer the new process. This team will be responsible for a range of duties in terms of ensuring compliance with the approval process and ensuring approvals are dealt with, within an appropriate time scale. Guidance to support and underpin the new process will be published on GOV.UK, in advance of April 2019.<\/p>"}
